Duties

Serve as the Deputy Director for the Cyber Threat Intelligence Integration Center in support of the Director of National Intelligence (DNI) in her role as the President's principal advisor on intelligence; support the National Security Council (NSC) and related NSC and cabinet-level processes, meetings, taskings, and congressional interactions on cyber policy matters affecting the Intelligence Community (IC).

Direct and oversee CTIIC's coordination and integration of national intelligence related to cyber threats and enabling offensive and defensive cyber operations; and set collection, analysis, and intelligence priorities on behalf of the Office of the DNI (ODNI) in consonance with the National Intelligence Priorities Framework and direction from the NSC Staff.

Through implementation of the Unifying Intelligence Strategy and programs, lead the enterprise-wide integration of the IC's analytic, collection, strategy, and acquisition activities related to cyber threat intelligence.

Drive the development of CTIIC's comprehensive, sophisticated, and current analysis to provide situational awareness of complex and significant national, regional, and/or global cyber issues for senior policymakers and key components in the IC, law enforcement, and the ODNI. Ensure CTIIC meets all appropriate responsibilities for US Cyber Incident Coordination as defined in PPD-41 to include intelligence support and related activities, as well as threat and asset response, to include production of Event Reports in support of Unified Coordination Groups (UCGs).

Promote shared cybersecurity situational awareness across the IC and with other Federal Cybersecurity Centers during steady-state operations, and the IC's integrated defensive response during major cyber events.

Through engagements with the Cybersecurity and Infrastructure Security Agency (CISA), Sector-Specific Agencies, IC elements, and private sector critical infrastructure stakeholders, develop enhanced information sharing practices and increased intelligence support to critical infrastructure resiliency.

Establish, guide, and oversee ODNI and IC working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals.

Brief senior IC and Department of Defense officials, Congressional members and other major stakeholders on cyber-related analytic and collection enterprise issues and emerging trends.

Oversee CTIIC's personnel management responsibilities with a focus on recruiting and building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; and assess performance and provide timely feedback, recognition, and remediation.

Promote diversity and inclusion efforts that expand the talent pool of the cyber workforce to increase the representation of under-served communities that can have significant, positive impacts upon accomplishing mission objectives.

Lead, manage, and drive the ODNI core values of Commitment, Courage, and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI's commitment to diversity and opportunity.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

    Qualifications

    Mandatory Requirements

    Expertise working on cyber intelligence and cybersecurity issues across multiple analytic disciplines; and the ability to anticipate issues relevant to cyber. Recognized expertise and knowledge of cyber policy, operations, and/or strategy.

    Superior oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management.

    Superior analytical and critical thinking skills, including the ability to think strategically in identifying mission opportunities and requirements and develop cogent and achievable recommendations with viable resource implementation strategies.

    Executive level leadership on complex technical topics and challenges.

    Superior ability to develop and maintain contacts within the IC and broader Cyber community to exchange information, accomplish goals, build consensus, and instill trust.

    Outstanding interpersonal skills and the ability to build consensus, work effectively and independently, and influence key stakeholders to build a broad coalition promoting an interagency and national approach to intelligence integration; and proven ability to work with senior officials, to build and sustain professional networks in a diverse, fast-paced, multi-task environment, and to manage competing priorities.

    Master's degree or equivalent experience as determined by mission specialty area required.

    Desired Requirements

    Expertise in cyber domain-related national-level policy and strategy development and execution.

    Experience dealing with the White House and Congress on cyber and resource management issues.

    Expert negotiation, influencing, and conflict management skills; comprehensive ability to resolve complex, cross-component and cross-program issues; and superior project leadership skills.

    Ability to provide strategic and tactical planning that pertain to personnel and budget policies, regulations, and the development and execution of the best business practice methodologies.

    Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

    Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
