The Work You Will Do:

This posting is for an Environmental Consultant position located at the Department of Environmental Protection's Southwest District Office, in Temple Terrace.

This position involves technical work in the Permitting and Compliance programs and the application of Department rules and statutes. The job duties of this position will be determined by workload throughout the district. Actively supports and works toward fulfilling the Agency's Affirmative Action objectives.

Where You Will Work:

The Southwest District Office is located in Temple Terrace, a small city just outside of Tampa. Tampa is close to the Gulf Coast with beautiful white sand beaches. It is considered a major business center while also known for its museums and cultural offerings. Places such as the Busch Gardens Theme Park, historic Ybor City with its many restaurants and nightlife, the world's longest continuous sidewalk along Bayshore Blvd., and a sports enthusiast haven are just some of the many activities people can enjoy in the area. There is also no state income tax for residents of Florida. The Southwest District covers 8 counties (Hillsborough, Pinellas, Manatee, Polk, Pasco, Hernando, Citrus, and Hardee).

Your Specific Responsibilities:

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

Primary Subject Matter Expert for the District's Permitting and/or Compliance Programs. This position will be able to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns for the programs.

This may include:

Reviews and evaluates permit applications for conformance to Federal and State of Florida rules and regulations.

Plans and conducts inspections, site visits, and/or other required field work. Reviews permitting files, reports, and other documents applicable to the inspection. Makes calculations and technical evaluations to determine compliance status of regulated facilities.

Writes requests for additional information for permits within time frames provided in Department rules, guidance, and procedures.

Produces timely and accurate documentation of inspections, site visits, or field work. Reports are to be processed in accordance with established program rules, requirements, and policies. Enters inspection documentation, compliance data and resolution actions into the designated database(s).

Provides compliance assistance to regulated facilities before, during, and after inspections. Conducts follow up visits as needed to assist facilities with returning to compliance without enforcement.

When necessary, recommends enforcement action. Drafts complex enforcement documents, coordinates, and leads enforcement meetings.

Trains staff on program databases to ensure that data for permitting and compliance is accurate and up to date.

Provides outreach as the District's Subject Matter Expert as needed.

Performs other duties as assigned. Assists executive management in the absence of direct supervisor and/or in areas of expertise.

Required Knowledge, Skills, and Abilities:

Ability to collect, evaluate, analyze, and interpret scientific or technical data.

Knowledge and skill of the terminology and principles of state and federal environmental regulation,

Ability to establish and maintain effective working relationships with others.

Ability to communicate effectively verbally and in writing.

Ability to deal with the public in a tactful and courteous manner.

Ability to plan, organize and coordinate work assignments to meet district, program, and department goals.

Ability to train and mentor.

Ability to work independently.

Ability to utilize problem solving techniques.

Ability to physically perform field inspections.

Required Qualifications:

Bachelor's degree from an accredited college or university; or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.

The ability to successfully complete a Level 2 State and National criminal history background check.

Other Job Related Requirements for this position:

Maintain a Valid Class E Driver's License.
