Major Duties
- Serves as a Financial Management Analyst, with a strong focus on payroll, the Oracle Time and Labor (OTL), Defense Agencies Initiative (DAI) and Defense Civilian Pay System (DCPS).
- Applies knowledge of accounting, budgeting and resource management practices, programming, regulations, procedures, and system administration, to the review and analysis of financial transactions, financial system data/reports, etc.
- Analyzes and determines financial status of accounts and provides advice and recommendations when interpreting and explaining data elements and implications on payroll and/or financial related topics.
- Provides both technical and functional advice/resolution to inquiries from end user and financial management staff on how payroll/financial system function, reports and business needs.
- Maintains a functional knowledge of multiple payroll systems, and policies and procedures.
- Performs a full range of Customer Service functions for a variety of customers.
- Participates in meetings, task groups, and committees to obtain and disseminate resource management information.

Specialized experience would be demonstrated by 1) utilizing financial systems to reconcile financial or budgetary data; 2) reviewing financial data for accuracy and/or financial management compliance and; 3) assisting with cost-benefit analysis of programs and/or manpower.
