Main Purpose of Job

The position is an administrative level position primarily responsible for reviewing and continuously improving the full range of procurement activities for the Agency to include, but not be limited to MBE/QSB participation and soliciting, evaluating, negotiating, awarding and monitoring contracts in accordance with State and County procurement laws, procedures and regulations. The incumbent will act as a liaison between State and County procurement processing in the executing of State and County contracts. The work involves the exercise of independent judgement and initiative, supervision of subordinate staff, and expert knowledge of County and State purchasing practices and principles.�\r

POSITION DUTIES

Provide oversight and expertise in the full range of procurement functions in accordance with State and County procurement laws; provide oversight, training and guidance to Contracts and Procurement staff; leads pre-bid conferences and debriefings, conducts emergency procurements as needed; uses identified technology to review and approve purchase orders; creates purchasing shopping carts.\r

Lead a team of Procurement Specialists in reviewing contract records for accuracy and completeness, identifying staff training needs.\r

\r
Assists with establishing, analyzing, and continuously improving relationships with internal and external customers; provide customer service to both internal and external customers.\r
\r
\r
\r
\r
\r
\r
Ensures and documents certified minority and qualified small participation in all non-emergency procurement processes; assists with preparing monthly reports to show Agency compliance.\r

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.\r
Experience: Five years of administrative staff or professional work. \r

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. \r
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. \r
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r
One year of supervisory experience.�\r
One year of experience with the State of Maryland Procurement Laws, procedures, and regulations.\r
One year of experience with Systems Analysis Program (SAP).\r
One year experience using the Financial Management Information System (FMIS).\r
One year of experience utilizing MS Excel.\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
