Job Description Summary
Set up and maintain an accounting system in accordance with Federal and State regulations to track all funds received by the agency; Maintain fiscal integrity through the implementation of internal controls; Prepare required federal, state and local financial reports; Assist Director in development of program and project budgets; Lead clerical staff and participate in the clerical, administrative and business support activities of the program; Ensure implementation of USDA requirements for CACFP through ongoing supervision, monitoring and provision of training for Nutrition staff on USDA record keeping and documentation. Participate in strategic planning and program development.
Responsibilities
Financial Management (30%)
Analyze revenue receipts and expenditures to assure regulatory compliance and prudent spending within budget limitations. Keep the Director apprised of the organization's financial status. Oversee payables function, evaluating purchase orders to assure requests are within budget guidelines and are coded according to budget component and funding source. Monitor allocations within budget components. Prepare Federal and State Reports.

Record-keeping and Reporting (30%)
Maintain a computerized financial record-keeping system. Coordinate activities with Eastern Oregon University Budget Office. Calculate expenditures and revenues, prepare and submit financial status reports and budget analysis to various funding sources. Monitor, track and reconcile grant funds, adjust journal entries as needed. Track and monitor federal matching funds. Reconcile USDA food purchases, payments, and file reimbursement claims. Track capital equipment and maintain files in accordance with federal regulations. Prepare monthly budget reports and analysis for the Director, management staff, Advisory Committee and Policy Council. Prepare for and assist with audits. Prepare the Fiscal portion of the Annual Report. Report monthly draw downs in appropriate databases. Keep personnel files up to date.

Regulatory Compliance (15%)
Regularly monitor functional areas (fiscal and payroll) to assure compliance with requirements of Head Start Performance Standards and local, state and federal regulations. Participate in annual Self-Assessment. Research, interpret, revise and create policies involving financial topics. Update Finance Procedure Manual. Ensure all protocol for OCC Licensing is in place. Oversee all Facilities Maintenance. Prepare contracts and personal services agreements. Inventory Control.

Grant Proposal Budget Preparation (10%)
Project expenditure scenarios and propose alternatives. Calculate expected expenditures based on proposed program design. Prepare federal and state grant application paperwork. Prepare federal and state expenditure reports when due. Write grants for any available monies for maintenance projects.

Human Resources (5%)
Prepare employment contracts for submission to Director and EOU budget office. Submit time sheets for adjunct employees to EOU payroll. Maintain personnel files. Enter data into Child Plus.

Meetings/Training (5%)
Serve as a member of the agency's management team and budget committee. Attend meetings, training, and professional development activities as appropriate. Promote consistent exchange of information and a cooperative environment. Perform other duties as requested.

Communications (5%)
Frequent telephone and in-person contact with staff, vendors, and Policy Council to share information, and with Regional Office staff to clarify policy or regulations and to negotiate grant and funding items. Regular written letters, reports, and contributions to grant applications. Formal presentations as requested to the Board of Directors, Policy Council, and staff. Maintain Head Start website.
Minimum Qualifications
-A baccalaureate degree in accounting, business, fiscal management, or a related field.
-Thorough knowledge of the principles of financial management and strong full cycle accounting skills including familiarity with regulated fund accounting and ability to apply accounting theory and processes in daily practice.
-Experience working with federal and multi-source funding.
Knowledge of federal and state regulations governing grant administration, and ability to apply them in the administration of Head Start funds.
Strong computer and computerized accounting skills (word processing, spreadsheets, accounting software).
-Strong budget preparation skills.
-Working knowledge of legal and regulatory obligations, including familiarity with wage and hour law.
-Strong organizational skills, the ability to work under pressure, and meet strict deadlines.
-Good verbal and written communication and human relations skills; ability to edit documents for consistency, format, meaning, spelling, punctuation and grammar.
-Enrollment in the Oregon Child Care Division Central Background Registry.
-In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Eastern Oregon University will not sponsor applicants for employment visas.
Preferred Qualifications
-A masters degree in accounting, business, fiscal management, or a related field.
-Experience using Ellucian's Banner FIS.
-Working knowledge of Head Start Performance Standards, 45 CFR Part 75, and the Head Start Act.
