Management Analyst

Duties

Provide advice to management on manpower, organization structure and Table of Distribution and Allowances (TDA) documentation. Evaluate and recommend TDA manpower management improvement strategies. Analyze manpower data from a wide variety of source materials. Conduct TDA manpower studies and surveys Interpret personnel/position management guidelines, regulations, and policies. Prepares a variety of briefing material to higher levels of management to review.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience at the GS-12 Level : One year of specialized experience which includes: (1) Experience analyzing program manpower data; (2) Utilizing an automated budget/financial system to manage program requirements; (3) Participating in program management activities to improve the organization structures and processes; AND (4) Assisting in preparing briefings materials to review program performance with management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Specialized Experience at the GS-13 Level : One year of specialized experience which includes: 1) Conducting manpower studies to provide advisory services; 2) Maintaining the organization's manning documents such as Table of Distribution Allowances (TDA); 3) Advising management on a wide range of staffing issues; AND (4) Experience supporting budget planning justification and program objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

GS-12 Level: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

GS-13 Level: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. May require overtime work. Noncompetitive promotion potential to target grade. Management may select at any grade level announced. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Relocation Incentive will not be authorized. Recruitment Incentive will may be authorized. Retention Incentive will not be authorized. Student Loan Repayment Program (SLRP) will not be authorized. Defense National Relocation Program will not be authorized.
