Summary

This position is located in the Contract Administration (PEK) organization of Energy Efficiency (PE), Power Services (P), Bonneville Power Administration (BPA).

The purpose of this position is to work towards the full performance level as an expert in the development and administration of BPA's energy efficiency agreements and acquisition of conservation consistent with BPA's measure requirements, polices and procedures.



Duties

As a Public Utilities Specialist, you will:

  • Serve as a technical expert in the preparation, modification and administration of energy efficiency acquisition contracts and related Energy Efficiency incentive budgets.
  • Provide technical expertise on, and ensures compliance with, DOE and BPA contracting policies, standards, procedures, and internal guidance applicable to both existing and new offerings for Energy Efficiency.
  • Administer long-term Energy Conservation Agreements with BPA's utility customers.
  • Conduct random oversight on customer invoices to review and verify claims made in reports to BPA.
  • Participate on energy efficiency Customer Service Teams and on other cross-organizational teams as a subject matter expert to provide information, resolve customer implementation issues, recommend program enhancements, develop policy recommendations and propose sector and measure determinations.
  • Report customer accomplishments and articulate observations, problems or concerns about how program requirements play out in the real world to ensure contract and system administration issues are considered in structuring or modifying energy efficiency initiatives and contract modifications.
