Summary

This position is in the Government Accountability Office (GAO), Office of the Inspector General (OIG). The Investigative Attorney serves as a senior attorney within the Office of Investigations (OI), Office of the Inspector General (OIG), Government Accountability Office (GAO), conducting and advising on serious and often sensitive and complex investigations and reviews that may involve senior-level GAO employees.



Duties
  • Conducts investigations, reviews, and special projects at the direction of the Inspector General (IG) or the Assistant Inspector General for Investigations (AIGI).
  • Plans and conducts complex investigations, reviews, and special projects covering all activities, operations, and personnel of the GAO, as well as of potential violations of criminal, civil, or administrative laws, statutes, regulations, or policies. Investigations may include matters involving fraud, including procurement fraud; false statements; public corruption; bribery; extortion; abuse of authority; and other serious violations of Federal administrative, criminal, and civil laws, statutes, regulations, or policies, as well as ethical obligations applicable to GAO employees. These investigations address issues of extraordinary sensitivity, complexity, and importance to the mission of the OIG.
  • Conducts investigative activities, to include preparing investigative plans, conducting interviews or inquiries, preparing subpoena requests, and writing reports of investigation.
  • Coordinates and consults with criminal prosecutors on referrals of criminal violations and the development of information and evidence for trial.
  • Leads special assignments, which are of critical importance to the mission and operations of the OIG.
  • Develops and prepares reports of investigations, as well as briefing memoranda for OIG management. Prepares and reviews draft reports of investigations; evaluates evidence based on the applicable evidentiary standard; assesses potential violations of statute, regulation, order, or policy; makes findings based on the applicable law, regulation, or policy.
  • Develops the most complex multi-faceted investigative case plans with OIG managers and other subject matter experts.
  • Drafts, edits, revises, and otherwise improves written products, such as reports of investigation, special reviews, letters, memoranda, and legal analyses.
  • Provides briefings to senior management and agency officials concerning investigative activities and findings. Briefings are presented in a clear, logical, and understandable fashion, thereby enabling objective and timely decisions.
  • Prepares for and provides testimony in criminal, civil, or administrative hearings and trials, as required.
  • Performs other duties as assigned.
