Duties and Accountabilities


There are eight potential positions across eight teams, including two positions in the Pension & Endowments Department (PENIN, PENMO teams), two in the Capital Markets & Investments Department (CMIIL, CMIMS teams), three in Treasury Operations Department (TREAL, TREBK and TREQA team) and one in the Treasury Risk, Compliance, and Controls Team (TRERC).

Each JuniorAnalyst (ET Consultant) works on a different team.

The position will haveresponsibilities for specific individual tasks/projects in one of Treasury'sdepartments and teams, and, depending on interest and skills, will perform someor all the following (non-exhaustive list, subject to business requirements):

Pension Investments (PENIN)

Theteam is responsible for the investment management of the financial assets ofthe Plans across the various investment strategies.

The assets of the Plans areinvested through external managers, and the role of the PENIN team is to (amongothers): develop the overall investment strategy of the Plans; manage theimplementation of the strategy across different asset classes; manage, assess,and monitor the external managers in different investment areas; implement therisk management framework and the ALM framework approved by the PFC; andoversee the implementation of the Environmental, Social and Governance (ESG)integration policy.

Pension Middle Office (PENMO)

ThePension Middle Office team (PENMO) under PEN is responsible for providing afull range of functions supporting these investment activities, including thefollowing: i) pension performance and attribution reporting, ii) pensionfinancial reporting, iii) operational activities (such as tax reclaim, ESGreporting, internal trading, vendor monitoring etc.) support, iv) monitoringasset class exposures, v) private investments (private equity, private realestate, hedge fund) administration, vi) all investment asset pricing andvaluation, vii) capacity building for RAMP clients.

PENMO staff are co-locatedin both Washington DC headquarters and Chennai, India. Staff regularlyinteracts and coordinates with internal (Investment team, legal, HR) andexternal (managers, auditors, custodians, brokers etc.) teams. PENMO iscurrently focused on efficiency and automation to minimize operational risk.

The team use different tools such as Microsoft Business Intelligenceinteractive dashboard, Oracle database, Python, Macro, Power Query, PowerAutomate to enhance productivity.

MarketSolutions & Structured Finance (CMIMS)


The teamdesigns and executes market-based risk management and structured transactionsfor external and internal clients and provides structuring expertise andadvisory services to address development challenges.

InvestmentManagement & Liquidity Operations (CMIIL)

Theteam manages funds raised for lending activities of IBRD and IDA, by investingthe funds in high-grade assets. The main objectives are principal protectionand ensuring sufficient cash flow to meet IBRD's and IDA's financialcommitments. The team also seeks a reasonable return to contribute to netincome.

Asset and Liability Operations (TREAL)

TREALsupports all transaction activity across both sides of the balance sheet forIBRD and IDA, as well as all asset management transactions for nearly 70 cliententities in domestic and international markets.

The unit collaborates withother teams within and outside Treasury to support a range of fixed income andderivatives products.

Managing relationships with market counterparts,custodians, agents, and technology vendors, the unit leverages its knowledgeand expertise to build capacity amongst clients.

The team also leads the implementation of new clients,products, markets, and technology solutions.

Banking Operations (TREBK)

The team provides all World Bank Group (WBG) bankingand payments services.

The unit manages the SWIFT connection to the externalfinancial system, the institution's central cash management system, includingits integration with all WBG teams and systems which originate or receive cashflows, and manages and reconciles all WBG bank accounts.

The team works closelywith internal partners, market counterparts, and external service providerssuch as technology vendors, banks, and paying agents. The team also facilitatesthe implementation of new products, markets, and business-related technologysolutions.

QuantitativeSolutions and Analytics (TREQA)
The team isthe focal point of quantitative, analytical, and reporting support for thefixed income asset management business. The team develops and implementsquantitative models, financial solutions, and portfolio analytics.

They supportfinancial accounting, investment performance measurement, investment guidelinecompliance monitoring for clients, as well as related capacity building forcentral banks, sovereign wealth and pension funds, office of debt managementand strategic partners.

Risk,Compliance & Controls Unit (TRERC)


The team supports TRE senior management to improveoperational effectiveness across all Treasury business lines, focusing on thoseactivities that require a strategic vision, holistic approaches to managingrisk, and coordination across TRE departments.

To ensure independence, TRERCstaff reports directly to the VP and Treasurer.

TRERC work program includesoperational risk monitoring and reporting, business continuity management, useraccess controls for TRE applications, ensuring that adequate internal controlsare in place for the preparation of financial statements (ICFR - InternalControls Over Financial Reporting) and asset management activities for externalclients (SOC 1 Reporting), and promoting best practices in data governance andprivacy, and investment compliance.

TRERC staff regularly interacts andcoordinates with other departments across TRE and WBG Finance Partners.

TRERCconsists of staff members located in the Bank's Washington DC headquarters,with an ongoing expansion into the new Shared Service Center in Sofia,Bulgaria, as part of the Treasury's recent reorganization to better servecapital markets needs and client services locations.

Selection Criteria

Candidates who have the followingare encouraged to apply:

  • Graduated with the equivalent of a bachelor's degree in business, finance,economics or related field within the last year (no earlier than 2024 oranticipates graduating with the equivalent of a four-year college degree bySeptember 2025.
  • Demonstrated paid workexperience in financial setting is required, and a strong preference forexperience that relates to the work program of the hiring team;
  • Strong research, analytical,and quantitative skills for data management;
  • Excellent communication andpresentation skills, both verbal and written;
  • Experience in usingprogramming languages or specialized software for managing and visualizingeconomic and financial data;
  • Demonstrated ability toresearch, extract, and process economic and financial data from various sourcesystems and repositories, especially Bloomberg, World Bank Group orInternational Monetary Fund databases, and online sources;
  • Strong interpersonal skillsand ability to collaborate and develop productive relationships to achieve theteam's objectives;
  • Proactive, resourceful andflexible to work on a range of assignments and adapt to rapidly changingbusiness requirements and priorities;
  • Highest ethical standards.
