AARP's Policy, Research and International Affairs leads the development and communication of AARP's public policies and, research and insights on the issues that matter to people 50-plus.

The Policy and Research Manager conducts policy research analysis to support the development and integration of the organization's public policy priorities and position. Collaborates with cross-functional teams to drive public policy campaigns and advocacy strategies. Provides high-level project management of enterprise-wide policy development processes, manages necessary vendors, and drives and supports engagement with staff across the states.

Responsibilities

Serves as a deep subject-matter-expert on issues of importance to the organization. Participates in roundtables, forums and working groups. Develops and works with cross-functional teams to identify the organization's public policy priorities and position. Analyzes federal and state legislative and regulatory proposals and provides objective policy analysis to inform national and state debates and the organization's position and engagement. Conducts policy research and analysis to identify opportunities and develop solutions for internal and external audiences. Analyzes secondary and syndicated data and conducts literature reviews to develop insights. Writes reports and recommendations that demonstrate thought leadership and support enterprise objectives. Produces written reports and convenes public meetings to gather information and insights, disseminate findings, share best practices, and advance solutions.
Qualifications

Bachelor's degree and 8 + years of experience relating to policy analysis or research. Excellent analytical ability and written communication skills to provide policy analysis and create clear concise and well-reasoned writing documents. Excellent oral communication and presentation skills to communicate and present on complex policies and subject matter issues for all types of audiences from expert to general audiences. Excellent ability to matrix-manage a broad range of enterprise staff and vendors throughout the annual policy development cycle for the electronic publication of the Policy Book and related publications. Ability to effectively manage relationships with DSO and outside vendor maintenance of websites, which includes policy present book and policy book, plus oversight of maintenance of a comprehensive database of policy development documents. Ability to coordinate and manage updates to PRI and enterprise-wide staff about changes to the policy book.
Preferred :
Knowledge of and experience with the needs and concerns of older Americans. Master's degree in Public Policy, Research, Social Sciences, Law, or a related discipline.

Flexible Work Arrangement (FWA)

AARP observes Mondays and Fridays as telecommuting workdays, except for essential functions. Remote work and telecommuting can only be done within the United States and its territories.

Compensation and Benefits

AARP offers a competitive compensation and benefits package including a 401(k); 100% company-funded pension plan; health, dental, and vision plans; life insurance; paid time off to include company and individual holidays, vacation, sick, caregiving, and parental leave; performance-based and peer-based recognition and tuition reimbursement. For this position, we anticipate offering a salary between $112,500 to $131,250 per year. This role is also eligible to participate in an annual incentive plan with a percentage up to 12%. Bonus eligibility is dependent upon organizational and individual performance.
