The Senior Research Economist is in the Office of Tax Analysis and is the authoritative economic expert on Affordable Care Act Sec.
1332 State Innovation Waivers.The incumbent advises Treasury and Administration officials on the economic and revenue consequences of federal health policy related to State Innovation Waivers, including consequences related to the premium tax credit, tax exclusion for employer-sponsored health insurance, and similar tax provisions.
Duties1332 Waiver Application Review and Monitoring of
Approved Waivers:
Lead review team of economists in evaluating 1332 State Innovation Waiver applications, including analyzing proposed changes, identifying impacts of waiver, and assessing adherence to statutory requirements.
Coordinate with Treasury lawyers on associated tax laws.
Lead team of economists to monitor approved waivers, including evaluating impact of approved waivers over time and after changes in Federal and state laws and regulations.
Lead economists in developing appropriate methodologies for waiver funding and analysis of waiver health policy effects.
Coordinate and review the contributions of revenue estimators and economic modelers to make certain that the work is done in a consistent and high-quality manner, and that deadlines are met.
Anticipate, develop, plan, and initiate highly technical and specialized analyses to develop new approaches and improve analytical and estimating methodologies for State Innovation Waivers.
Report on, and provide briefings regarding, 1332 economic effects estimates and revenue estimates to the Assistant Secretary (Tax Policy) and deputies, the OTA Division Directors, other interested or affected Treasury offices, the Department of Health and Human Services, the Executive Office of the President, and members and staff of Congressional committees dealing with 1332 waiver policy matters.
Furnish highly authoritative economic and technical information regarding waiver economic effects and revenue estimates to support the policy decisions of such officials, providing both oral and written accessible and non-technical explanations to these officials.
