Taxpayer Experience Office - Chief of Staff

The following are the duties of this position at the full working level.

  • Serves as liaison between the CTXO and external contacts on significant issues relating to taxpayer experience legislative matters. Provides advice and consultation to other IRS executives, directors and legislative contacts to ensure comprehensive and integrated program development and implementation. Provides guidance to team members and staffs of other functions on procedural and technical matters.
  • Provides technical analysis for legislative issues, priorities and policies, new program areas or revised program priorities in anticipation of, or in response to Congressional interest in the administration, analysis, and implementation of nationwide efforts. Recommends changes in bills that would ease the tax administration process.
  • As needed, communicates with appropriate personnel precipitating the submission of Unified Work Requests (UWR) related to newly enacted public laws. Tracks all proposed tax legislation affecting ongoing TXO projects. Coordinates the submission of action items in stages of Service-wide implementation plans. Tracks UWRs related to enacted legislation to ensure the appropriate programming changes were implemented.
  • Reviews technical matters such as regulations, internal guidelines, and IRS notices for impact on tax administration efforts and administrative feasibility. Keeps abreast of a broad range of developments, policy considerations, legislative proposals, trends, and the internal climate to factor into policies and programs as they are developed or to change existing ones.
  • Coordinates the submission of cost estimates related to proposed legislation. Provides legislative summaries and other technical information to various organizational components during submission of costs for budget amendments or supplemental appropriations related to newly enacted laws.
