The Office of Internal Audit and Investigations (OIAI) conducts investigations to examine and determine the veracity of all allegations received concerning corrupt and fraudulent practices and allegations of misconduct that involve UNICEF staff, consultants, non-staff personnel and institutional contractors.

OIAl's investigations cover all forms of misconduct including, but not limited to fraud; corruption; workplace harassment; sexual harassment; abuse of authority; and failure to observe prescribed regulations, rules, relevant administrative issuances and standards of conduct.


Under the guidance of the Chief of Investigation, New York, the Investigation Manager (Forensic Investigations) will be responsible for leading and overseeing all aspects of digital forensics and technological expertise appropriate to OIAl's mandate, ensuring that all work is conducted according to international best practices.


How can you make a difference?


Through forensic activities, including detailed reviews and analysis of documentation, interviews, and other evidence, the Investigation Manager (Forensic Investigations) provides critical inputs to investigations.

These inputs help establish the validity and accuracy of allegations related to fraud, abuse of authority, mismanagement, harassment, and retaliatory actions.

The Investigation Manager's work influences the course of investigations and the likelihood of establishing facts. Additionally, he/she will enhance the Investigation Section's ability to effectively use forensic activities to achieve OIAI's mandate.

Within the limits of delegated authority and under the overall guidance of the Deputy Director of Investigations and the direct supervision of the Chief, the Investigations Manager's (Forensic Investigations) key accountabilities are:

  • Managing staff/ personnel assigned to assist with digital forensic tasks, as applicable;
  • Both coordinates and conducts complex identification, collection and analysis of evidence including device data extraction, recovery of corrupt data, electronic mail extraction and database examination, demonstrating an understanding of information security and confidentiality issues relevant to investigations and OIAI work;
  • Collects, records and handles evidence appropriately, ensuring chain of custody and demonstrating knowledge of handling considerations for different types of evidence;
  • Participates as required in field activities; in particular, conducting targeted field-based investigations in order to obtain digital evidence and/or render technological expertise relevant to investigations and/or OIAI work;
  • Provides training and guidance to OIAI colleagues on technical and legal aspects of digital forensic and technological work;

Reports findings:
Summarize the results of the digital forensic analysis and producing findings as prepared in reports submitted to OIAI staff as appropriate;

  • Provides advice to the OIAI staff in new developments in forensic investigations and technology, and other related matters that could be useful to OIAl's function;
  • Develops and proposes new procedures and policies for the digital forensics and technology function of OIAI, based on the critical assessment of existing policies and leveraging relevant best practices from peer networks across the UN system and beyond;
  • Assists with the management of Data on Reported Allegations, including assisting with OIAl's Case Management System and evidence repositories;
  • Liaises, coordinates and renders assistance to OIAl's Data Analytics function as and when necessary;

Other tasks:

Undertake any research or other tasks as assigned by the Investigations Management Team members, in support of policy development or advice to other UNICEF offices.

Provide input in the development of investigation-related policies and procedures in OIAI and in UNICEF. Participate in development activities within OIAI- including the development of investigation methodologies and materials;

  • All forensic work must be done in accordance with UNICEF's established standards, policies and procedures and international best practices;
  • Carry out any other duty as instructed by the OIAI management team.

Requirement Qualifications

  • Advanced university degree (Master's degree or equivalent) in digital forensics, computer science, information technology, information security, computer engineering or a related field. A firstlevel degree (Bachelor's or equivalent) in the specified fields with ten years of relevant work experience may be accepted in lieu of the advanced university degree.
  • A minimum of eight years of progressively responsible experience, including supervisory experience, in conducting digital forensic investigations is required.
  • Experience in the latest digital forensic techniques (acquisition and analysis) applied to hard drives, electronic devices such as mobile phones, networking and encryption, principles and techniques of computer security investigations, etc.) is required.
  • Experience with professional investigatory work in law enforcement, government, national or international investigation agency is desirable.
Experience working with an international organization is desirable.

  • Fluency in English is required. Working knowledge of French, Spanish or Arabic is an advantage. Knowledge of another UN language is considered as an asset.
