The position provides high quality and timely legal research, analysis, advice and representation to the Bureau of Ocean Energy Management (BOEM) and other officials of the U.S.

Department of the Interior.

Topics include the various federal statutes including the Outer Continental Shelf Lands Act, the Endangered Species Act, the Administrative Procedure Act, the National Environmental Policy Act, the National Historic Preservation Act, and the Freedom of Information Act.


As an Attorney-Adviser with the Department of the Interior, Office of the Solicitor, Branch of Renewable Ocean Resources, Division of Mineral Resources, located in Washington, D.C.

, your specific duties will include:


The selected attorney will serve as a legal advisor to the Secretary through representation of the Assistant Secretary, Land and Minerals Management (ASLMM), BOEM, and occasionally the Bureau of Safety and Environmental Enforcement (BSEE), on matters concerning offshore renewable energy development.

The selected attorney will be primarily responsible for providing advice and counsel to the BOEM renewable energy program as it develops with the expansion of Outer Continental Shelf wind and other renewable energy activities.

The selected attorney provides counseling to resolve complex and often novel legal problems and questions concerning the statutes, treaties, and regulations regarding offshore renewable energy development, in areas including but not limited to environmental review and regulatory compliance, and consultation and coordination on activities that may implicate the Outer Continental Shelf Lands Act (OCSLA), the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), National Historic Preservation Act (NHPA), Migratory Bird Treaty Act (MBTA), and other statutes.

The selected attorney's responsibilities will include research and drafting of legal memoranda and briefs, presentation and communication of analysis and conclusions, review and revision of proposed actions and draft agency materials for legal considerations, legal support to the rulemaking process, and preparation of written and verbal advice and opinions on legal issues of interest and concern to BOEM, including questions of jurisdiction, authority, and statutory or regulatory interpretation.

The selected attorney will serve as agency counsel in litigation and administrative proceedings involving disputes related to the offshore renewable energy programs, including serving as lead counsel in Departmental administrative appeals and supporting the Department of Justice in Federal judicial proceedings in which BOEM or the Department is an interested party.

The selected attorney will provide counseling on compliance with the OCSLA, APA, NEPA, ESA, MMPA, and NHPA, among other statutes, as well as implementing regulations and judicial interpretations related to those laws.

The selected attorney may also be called upon at times to support the legal work of other BOEM programs.

The position will also include assisting the Solicitor's office and BOEM with compliance with other statutes, such as the Freedom of Information Act.


Salary Range:
GS-13 $117,962 to $153,354; GS-14 $139,395 to $181,216


First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
