Summary

The Assistant County Solicitor provides legal representation to the County, its departments, and personnel in a multitude of legal situations/contexts as further set forth below.

A criminal background check is required.
Essential Duties

Provide advice and legal counsel regarding compliance with local, state, and federal laws and regulations as well as County Policies and procedures.

Extensive review and drafting of contracts and agreements to identify issues, ensure compliance with state and federal laws, and negotiate terms.

Review and draft Resolutions and Ordinances.

Conduct and coordinate research into a variety of legal issues for all County departments, including, but not limited to, municipal laws and Federal and State statutes/laws/regulations.

Serve as a resource for management/departments with respect to legal matters and policy, statutory, and regulatory interpretation.
Identify laws that protect information and draft responses to subpoenas and Right-to-Know Law requests and appeals.

Assess departmental policies and procedures to ensure legal and regulatory compliance and ensuring compliance and compatibility with the County Employee Handbook.

Provide drafts of new and revised County policies as needed.
Provide legal representation, when necessary, in administrative proceedings, Magisterial District, Common Pleas, Pennsylvania Appellate, and Federal courts.
Draft pleadings in local, state, and federal litigations.
Occasionally argue motions and conduct legal proceedings in court.
Other duties, tasks and special projects, as required by the Solicitor's Office.

Qualifications/Preferred Skills, Knowledge & Experience

Qualifications / Requirements:
Bachelor's degree from an accredited college or university.
Law degree from an accredited law school
PA bar admission in good standing
License to practice law in PA.
Admission to practice in Federal Courts preferred.
Highly skilled in applying legal principles.
Proven skills in creating, developing, analyzing, interpreting, and applying human resources and other County policies, procedures and rules.
Excellent interpersonal skills.
Strong organizational skills.
Ability to maintain confidential information and handle confidential matters.
Ability to attend and professionally represent the County in various court appearances. (Familiarity with Chester County Court processes and procedures is a plus).
Strong time management skills.
Ability to work with minimal supervision.
Excellent verbal and written communication skills.
Ability to work independently and proceed with objectives.
Ability to coordinate and direct work assignments.
Ability to interface with all levels of county management.
Intermediate skill to use a personal computer and various software packages.
Knowledge and skill with standard office equipment.
A valid driver's license is required.

Physical Demands:
While performing the duties of this position, the employee is frequently required to stand, walk and sit.

Occasionally, the employee will need to climb stairs; bend, twist or rotate at the waist; lift and carry items; and drive to and from different locations.


Work Environment:
The noise level in the work environment is usually quiet to moderate.
Will work inside majority of the time.
