Summary

This position serves as an expert responsible for assisting the EEO Office in the analysis, evaluation, development and implementation of diversity, equity, inclusion and accessibility (DEIA) recruitment and outreach strategies and initiatives, employee engagement and inclusion activities, annual reporting, establishment of strategic partnerships, and oversight of federally mandated equal employment programs.



Duties

Major Duties:

  • Provides Personnel Advisory Services
    • The incumbent must exercise a high degree of judgment in analyzing and recommending solutions to problems that adversely affect EEO, DEI and Affirmative Employment. A high degree of judgment must be exercised in establishing priorities and direction for the program for maximum results.
    • Provides managers and employees with information about the organization's EEO policies, procedures, and guidelines. Provides agency management with interpretations of policy and procedures when the issues involved are new, highly controversial, precedent setting and/or involve more than one area of personnel policy.
  • Project/Program Management
    • Develops and/or monitors proposals or plans related to the implementation of personnel programs or projects. Develops proposals/plans for a broad equal employment opportunity program area in a major agency organization. Develops and monitors action plans related to the implementation of these development projects. Monitors progress and acts to resolve problems which will delay the project or to obtain necessary support for changes.
  • Special Emphasis Program
    • Ensures the activities of the Special Emphasis Program managers and their respective subcommittees are carried out in accordance with Departmental and local policy. Will serve as a representative of the facility in establishing and maintaining contact with local community groups who are interested in civil rights and/or equal opportunity. Will establish relationships with Historically Black Colleges and Universities (HBCU) and The Congressional Hispanic Caucus Institute (CHCI) and The Hispanic Association of Colleges and Universities (HACU) to developcollaborative initiatives with these institutions.
  • Policy Review and Analysis
    • Reviews new or proposed EEO policies, procedures and guidelines and makes recommendations to management on the need for changes in existing policies. Reviews and analyzes new or revised personnel policies, procedures and guidelines for use throughout an agency installation. Provides managers and employees with information and interpretation of the agency's personnel policies.
  • Policy Development and Revision
    • Develops new or proposed personnel policies, procedures and guidelines and makes recommendations to management on the need for new or modified policies. Develops newor revised personnel policies procedures and guidelines for use throughout an agency installation. Provides adequate direction and recommends effective methods for developing formal plan(s) to enhance the employment opportunities of underrepresented minorities and females.
Work Schedule: Monday-Friday,

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies.
