Pharmacist - Inventory Management Program Manager

The Inventory Management Program Manager is responsible for providing direction, coordination, clinical guidance,
organization, planning, and implementation of pharmaceutical inventory management throughout all sites of care for the
John D. Dingell VA Medical Center. The incumbent works independently under the Pharmacy Operations Supervisor and
keeps them apprised of trends/problems associated with their assigned areas.

Pharmacy Inventory Program Management:
- Ensures drug procurement complies with VA National policies, VA contracts, and National, VISN and local formularies.
- Employs effective purchasing procedures to maximize use of budget allocations.
- Monitors and regularly reports on status of pharmacy expenditures identifying significant changes, including data and information on specific drugs, therapeutic classes, supplies, etc., that have contributed to the change.
- Maintains the knowledge and competency to appropriately carry out all purchase card duties.
- Serves as the primary pharmacy recall coordinator by developing and implementing action plans to manage drug recalls.
- Develops and implements action plans in response to drug shortages and backorders.
- Coordinates purchases of pharmacy items, including specialty drugs, Prime Vendor, open market, supply items, etc.
- Possesses extensive knowledge of pharmaceutical prime vendor, IFCAP/GIP, and alternative procurement sources.
- Serves as a primary liaison with the pharmaceutical prime vendor, Supply Chain Management Service, VISN procurement group and pharmaceutical representatives.
- Conducts monthly audits, prepares bills of collection, ensures payment is received, and provides all support for the sharing agreement.
- Serves as the AHEC Pharmacy Manager and is responsible for ensuring all requirements for AHEC management are completed and met.
- Coordinates and manages the annual wall to wall inventory and associated VA requirements.
- Collaborates with Pharmacy Informatics to ensure accurate and appropriate drug file entries and matching to the National Drug File (NDF).
- Ensures compliance and serves as subject matter expert for Green Environmental Management System (GEMS) pharmacy topics.
- Strives to increase productivity and efficiency of procurement and other Pharmacy Service activities to improve processes and the pharmaceutical care provided to Veterans.
- Communicates effectively and respectfully with employees, keeping them informed of necessary information; keeps in close communication with staff regarding procurement, use, accountability, or budget issues for drugs, medical supplies, and nutritional products; and keeps the Pharmacy Operations Supervisor current on the status of assignments and responsibilities.
- The incumbent ensures maximum utilization of personnel and funds related to procurement; vigorously supports management by furnishing data and/or reports of recurring and non-recurring nature.
- Continually reviews, updates, and improves inventory management systems and reporting. verifies drug accountability and oversees the return of products for destruction/credits.
- Produces and analyzes all reports pertaining to procurement, expenditures, use, and accountability of drugs, medical supplies, and nutritional products.
- Serves as lead of Pharmacy procurement workgroups/huddles, and as indicated, actively participates in other procurement related committees, subcommittees, or workgroups local and possibly the VISN or National level.
- Provides clinical guidance and as indicated works with clinical subject matter experts to review new products, new requests or facilitating national contract changes.
- Develops and establishes policies and procedures as needed for the pharmacy procurement program.
- Actively participates in drug file maintenance or review/entry of new drug file requests.
- Supports and tracks the appropriate return of pharmaceutical agents for credit.
