Summary

This position is located in the Department of Homeland Security, United States Coast Guard, Director of Operational Logistics, Training Center Yorktown, Comptroller and Personnel Support division, Yorktown, Virginia.

Duties

The role of this position shall support the Base and all Areas of Responsibility (AOR) field units, and adhere to Simplified Acquisition Procedures (SAP) for the acquisition of supplies and services and construction.

Typical work assignments include:

  • Analyzing all assigned requirements for adequacy, completeness, clarity, funding, and justification for other than full and open competition and makes determination methods of procurement.
  • Investigates, analyzes and determines the validity of the procurement and actions of the procurement personnel in accordance with applicable regulations, and negotiates an equitable resolution with the contractor.
  • Appling a wide range of technical methods, principles, and practices to negotiate and award purchase orders for rare and non standard items or services.
  • Performs cost/price analysis, including review of complete cost and pricing data to determine reasonableness.
  • Determining markets and solicits sources for procurements in unprecedented or rare markets, such as specialized equipment or specially manufactured equipment and supplies, negotiating for unusual services/supplies/equipment primarily in support of US Coast Guard.
