Description of Work

This is an Internal posting open to current NC Department of Public Safety Employees or those with RIF priority within NCDPS only.

This position is assigned to the Greenville, North Carolina Court Services Office.

The Juvenile Justice section is committed to the reduction and prevention of juvenile delinquency by effectively intervening, educating, and treating youth in order to strengthen families and increase public safety.

This is a professional executive and management position responsible for work in organizing and directing operations of juvenile court counseling and delinquency intervention and prevention services through Court Services.


District staff:


evaluates complaints alleging delinquent and undisciplined behavior presented by law enforcement.diverts appropriate complaints from court to be served without court intervention.oversees the completion of comprehensive assessments of juveniles.determines the need for secure custody.creates recommendations to court for disposition and treatment needs.

Services also include provision of court-ordered supervision as well as case management of comprehensive services by agencies under contract with DPS, other state agencies and community-based agencies.

The Area Administrator - East serves as one of four Area Administrators in the state and provides administrative, technical and quality supervision to juvenile court counseling district offices and a large number of staff.


The Administrator is responsible for:


the comprehensive management and direct supervision of Chief Court Counselors including professional development.building strong and effective individuals and teamspositive role-modelingsetting the expectation for professionalism and accountabilityensuring all services delivered within this area are in compliance with Department standards General Statutes and NC legislation.providing leadership, consultation, and complex problem-solving for community needs related to juvenile crime prevention and intervention, as well as staff development and human resource management within the area.participating in the development of and assures compliance with policies, standards, objectives and goals to broaden the use of best and evidence-based practices to produce positive outcomes and to meet changing laws and legislation.

This position reports to a Unit Director and serves on the Court Services Management team.
This is a full-time position (40 hours per week) with State Benefits.

Note to Current State Employees:
The salary grade for this position is NC20.

If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.

Included in this department are Alcohol Law Enforcement, Criminal Justice Information Network, Emergency Management, Juvenile Justice and Delinquency Prevention, NC National Guard, NC Office of Recovery and Resiliency, Samarcand Training Academy, State Capitol Police, and State Highway Patrol.

ABC Commission, Governor's Crime Commission, Private Protective Services Commission, and Boxing & Combat Sports Commission. DPS is comprised of approximately 6,000 permanent positions and nearly 13,000 NC National Guard temporary positions.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

Extensive knowledge of juvenile court processes and juvenile laws, regulations, administrative rules and policies and guidelines which govern juvenile court counseling processes.

Demonstrated experience in the principles and practices of public administration, adolescent development, dynamics of juvenile delinquency, group norms and family dysfunction, as well as evidence-based and best practice methods.

Demonstrated experience in leading, supervising and developing a large professional staff towards program development, service delivery and evaluation to improve program integrity.

Demonstrated working knowledge to plan, assign, and direct the work of professional subordinate supervisors and employees to initiate and implement new processes and procedures and evaluate their effectiveness.

Demonstrated experience in working effectively with local organizations, schools, court systems and other state agencies in identifying problems and resources to achieve a collaborative resolution.

Demonstrated experience effectively representing Court Services and the Division of Juvenile Justice and Delinquency Prevention in regional and state level initiatives.

Minimum Education and Experience Requirements

Master's degree in a human service field such as social work, psychology, counseling, or criminal justice from an appropriately accredited institution and five years of progressively responsible experience in juvenile court counseling, including two years in a supervisory or administrative position in Juvenile Justice; or an equivalent combination of education and experience.
