Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Ko'olau Mountains Watershed Partnership (KMWP), located in Pearl City, Hawai'i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.


MONTHLY SALARY RANGE: $5,600 - $6,300/Mon.


DUTIES: Manages, develops and directs the Ko'olau Mountains Watershed Partnership (KMWP) project, Management Plan and additional site management plans, under the broad direction of PI, KMWP members and partners. Directs, plans, prioritizes, and implements all programmatic and regulatory plans and project, to protect and manage KMWP lands. Ensures action plans are carried out by KMWP staff, contractors, and subcontractors. Directs, supervises, and assigns work to KMWP staff. Assures all required staff training is obtained and personal protective equipment (PPE) is purchased for the specific tasks (e.g., helicopter usage, feral animal and alien plant control). Identifies and seeks funding opportunities for program from a variety of public and private agencies. Writes project proposals for grants and contracts. Manages program budget and ensures matching documentation is in place and funding is properly expended and obligated. Develops and presents budget status reports to KMWP members and partners. Develops quarterly, semi-annual, and final reports as well as budget reports to the various funding sources as required. Manages all project data and ensures that all records are properly kept. Develops quarterly, semi-annual, and final reports to the various funders as required. Provides project status reports to funders. Ensures that proper National Environmental Policy Act/State Environmental Policy Act (NEPA/SEPA) documentation is prepared for all KMWP projects and all permits and regulatory approvals are obtained.

PRIMARY QUALIFICATIONS:

EDUCATION

Master's Degree from an accredited college or university in Natural Resource Management, Biology, Zoology, Botany, Conservation Biology, or in a biological science. (Bachelor's Degree from an accredited four (4) year college or university in Biological Sciences, Natural Resources Management, or related field with two (2) years of graduate training or project management experience may be substitute for a Master's Degree.).

EXPERIENCE

Three to five (3-5) years of project management experience involving planning, scheduling, internal/external relations, and administration. Experience must also include at least two (2) years of field activities relating to agricultural, watershed or natural resources management and supervisory experience working in a professional leadership or coordinator role, including grant writing and fundraising experience.

KNOWLEDGE

Working knowledge of Hawaiian biota and watershed threats. Proficient knowledge of Hawaiian environment, community, economy, culture, and politics. Knowledge of how to implement a multi-faceted natural resource- related project. Working knowledge of local or national funding sources. Working knowledge of word processing and presentation programs (e.g., MS Word, PowerPoint, MS Excel, Google Suite, etc.), database systems (e.g., MS Access), and geographic information systems (e.g., ArcGIS). Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures.

Able to communicate complex ideas to large groups of people and diverse groups. Excellent organizational, leadership, public relations, and communications skills as well as strong problem-solving, decision- making, interpersonal and management skills. Ability work well with, motivate, and delegate, effectively supervise, and train to staff. Ability to review work and evaluate performance or direct reports. Ability to track project progress and strategically plan management actions to align with deliverables and project needs. Proficient computer skills in word processing and spreadsheets. Proficient in grant and report writing, fundraising, budgeting, procurement, and general office administration. Demonstrated ability to communicate clearly both orally and in writing. Ability to conduct effective public outreach and volunteer workdays/events. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Ability to guide, motivate, and engage direct reports through effective communication and leadership. Ability to use a Global Positioning System (GPS) as well as read and interpret maps and aerial photographs.Must possess a valid driver's license (and if use of personal vehicle on the job is required, must also have valid personal driver's insurance equivalent to Hawai'i's No-Fault Driver's Insurance) and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must be able to complete basic helicopter safety (A100 and A219) course within six (6) months from date of hire. Must complete the online Hazard Communication training immediately after hire or no later than employee's initial exposure to hazardous chemicals. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

PHYSICAL/MEDICAL DEMANDS

Ability to hike and camp one to three (1-3) days in remote areas and steep rugged terrain under inclement weather conditions. Ability to backpack and lift and carry up to thirty (30) pounds unassisted.

POLICY/REGULATORY REQUIREMENT

As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai'i's and/or business entity's policies, procedures, and trainings. SECONDARY QUALIFICATIONS:

PhD from an accredited college or university in Natural Resource Management, Botany, Environmental Studies, or related field. Business management, accounting, and public relations skills. Experience working with control of invasive species in Hawaiian forests, including the use of herbicides. Knowledge of public relations issues related to the management of invasive plants and animals. Expertise in database design and management. Background in graphical design/art. Knowledge of Hawaiian tradition and cultural practices.
