Huntsville, ALPosition: Security Specialist IIIOverview: ITC is seeking a qualified applicant to serve as an on-site Intermediate Security Specialist for the Missile Defense Agency.

The candidate will be responsible for orchestrating day to day client delivery for the Information Safeguards Division and providing client interface and reporting to clients and senior contractor team leadership.


Responsibilities:


Assist in administering the MDA SCI Program IAW Intelligence Community Directive (ICD) 704, "SCI Personnel Security Standards", and ICD 705, "SCIF Physical Security Program and Technical Specifications", DoD Directive , "Protection of SCI", DoD , "SCI Administrative Security Manual", and "MDA Manual M, SCI Manual".

Maintain and update the Government furnished MDA master SCI billet database and SCI access roster (both accessible electronically from a Government assigned workstation), which includes adding or deleting personnel on the roster each month.

Electronically distribute updates to accredited SCIF.
Review SCI access nomination packages internal to MDA.

Process MDA authorized SCI packages to the Defense Intelligence Agency (DIA) and Military Service Central Adjudication Facilities (CAFs) for MDA customers.

Process initial subject pre- screening interview questionnaires. Transmit completed nomination packages to the CAF.
Process SCI permanent certifications for visitors to MDA (i.e., visit requests). In addition, process requests for MDA personnel visiting other agencies, as required.
Conduct SCI security indoctrination, which includes security briefing and training.

Prepare SCI indoctrination assistance requests in Joint Personnel Adjudication System (JPAS) and transmit to DoD and non-DoD agencies in compliance with policy.

Process transfer-in-status requests when the MDA receives requirements from another agency or the MDA requests another agency to transfer SCI compartments for agency personnel.

Review SCI Prime and Subcontractor DD Form 254, Contract Security Classification Specification to ensure SCI security requirements are incorporated.
Prepare SCI standards deviation memoranda requesting deviations from SCI standards, coordinate, and submit for approval.
Conduct preliminary inquiries when SCI is involved and prepare SCI status report of inquiry to the Senior Intelligence Officer.

Assist with technical and programmatic issues related to MDA SCIFs, such as facility construction and modifications, alarms, access control, power failure, equipment changes, general maintenance, and inspections.

Maintain and update the Government furnished collateral personnel security clearance and access databases (i.e., JPAS, OPM, IACS, and PTS).
Process five and ten year investigations and position upgrades for MDA personnel using the OPM web-site and e-QIP system.

Update personnel security files with current SF 86 questionnaire; resume; Optional Form (OF) 306, "Declaration of Federal Employment"; SF 312, "Classified Information Non-Disclosure Agreement"; security clearance memo; and, foreign travel questionnaire.

Conduct Secret and/or Top Secret in and out processing for military and civilian personnel. Update requisite databases.
Administer the fingerprint program and process electronic and/or hardcopy fingerprint cards.

Conduct NATO IAW USSAN Instruction 1-07, "Implementation of North Atlantic Treaty Organization Security Requirements." and Critical Nuclear Weapon Design Information (CNWDI), DoDI , "Access to and Dissemination of Restricted Data and formerly Restricted Data" briefings to MDA personnel.

Update NATO/CNWDI briefings, associated documentation, and requisite databases.
Issue and disseminate security classification guidance for each system, plan, program, project, or mission involving classified information.

Review security classification guidance to ensure currency and accuracy when necessitated by significant changes in policy or in the system, plan, program, project, or mission, and update the guides as required.

Revise, whenever necessary for effective derivative classification, the security classification guides.

Cancel security classification guides when all information the guide specified as classified has been declassified, or when a new classification guide incorporates the classified information covered by the old guide and there is no reasonable likelihood that any information not incorporated by the new guide shall be the subject of derivative classification.

It is anticipated that occasional trips to vendor and other government installations, will be performed throughout the period of performance as directed.

Other duties as assigned.

Minimum Qualifications:
6+ years of relevant experience as defined in the respective Performance Work Statement; to include information safeguarding experience with a specialty in security classification guide
BA/BS degree in a related field. An additional 5 years of experience may be substituted for the BA/BS degree.
Capable of providing extensive expertise, theoretical and technical knowledge, and analytical techniques and processes for supported activities are required. Capable of providing support in detailed research, analysis, and production of security, and treaty related products is required. Excellent office software skills.
Capable of working either independently and /or concurrently in leading/supporting teams to directly solve complex problems is required.
On a daily basis be capable of leading the daily supervision and direction of support teams. Must be able to work in a team environment.
Excellent competency with the Microsoft Office Suite and Adobe
