Provides contracting officers comprehensive legal and related business advice and counsel on all issues arising from or related to all USSTRATCOM and NC3EC funded activities and assists related Offutt organizations on major procurements and issues of first impression.

Provides Legal advice and business counsel to program managers, portfolio managers, project managers and other USSTRATCOM, the NC3EC, and other personnel engaged in any phase of managing a command requirement that is met, in part, through acquisition.

Recognized as a subject matter expert in government procurement law, the incumbent is fully knowledgeable of all major substantive federal laws, regulations, and policies relating to the practice of government procurement and related commercial law and litigation.
