Perform pre-award contracting functions that require the utilization of fixed-price, cost-reimbursement, or a combination of contract methods to procure equipment systems, programs or services.

Perform post-award functions to include contractor performance, negotiating Delivery Orders (DO), extensions, price adjustments, and modifications to the contract and/or similar agreements in accordance to contracting policies.

Prepare solicitation packages for distribution in accordance with agency policies.
Request or perform Price/Cost Analysis by analyzing and evaluating findings contained in audit reports.
Develop procurement packages to meet the needs of the agency.

Perform all aspects of the procurement cycle to include evaluating proposals, contract negotiations, execution, and administration of supplies, equipment, services, construction and/or special assigned programs.

These duties are described at the full performance level of GS-11. The duties at the GS-05, GS-07, GS-09 level are developmental leading to such performance.
