Summary

The Attorney Advisor position is located in the Department of Administrative Services (DAS), Facilities and Security Office (FSO), Security and Facilities Policy Staff (SFPS). The FSO is responsible for the management, oversight, and support of security, emergency preparedness, space and facilities programs, and various administrative services within the Thurgood Marshall Federal Judiciary Building (TMFJB) for the courts and other judiciary offices.



Duties

This position will report to the Chief of the Facilities and Policy Staff (SFPS), Facilities and Security Office (FSO), Department of Administrative Services (DAS). The FSO is seeking a dynamic, high-energy, and experienced Attorney Advisor to join its team. The SFPS is responsible for providing legal, policy, and analytical support for the security and space and facilities programs; coordinating the development and communication of program policies and guidance on the security and space and facilities programs; and monitoring legislative activities and assess their impact on the security and space and facilities programs. The incumbent will be leading staff supporting the Committee on Space and Facilities to ensure that all matters involving the Committee's jurisdiction are progressing in a timely manner; and overseeing and managing the development, implementation, and execution of complex and multi-faceted nationwide programs within the federal judiciary's facilities programs. The ideal candidate must possess outstanding diplomacy, interpersonal, organizational, analytical, and communication skills; experience working collaboratively with supervisors, colleagues, and external stakeholders; and have knowledge of federal courts and federal judicial administration.

The duties of this position include, but are not limited to:

  1. Researching and preparing draft agendas, background materials, agenda items, committee reports, correspondence, and all other documents related to the biannual meetings of the Judicial Conference Committee on Space and Facilities.
  2. Leading staff supporting the Committee on Space and Facilities to ensure that all matters involving the Committee's jurisdiction are progressing in a timely and efficient fashion and all stakeholders are being appropriately advised of actions being taken.
  3. Presenting and discussing legal issues and questions related to the covered space and facilities portfolio with multiple stakeholders both internal and external to the federal judiciary, including Committee members, federal judges, local court executives, and executive branch partners.
  4. Overseeing and managing the development, implementation, and execution of complex and multi-faceted nationwide space and facilities programs that comport with the judiciary's space and facilities policies.
  5. Identifying and tracking any legislative issues that may be relevant to the Committee's jurisdiction, including drafting and coordinating responses to legislative inquiries related to the federal judiciary's facilities program as well as participating in requested congressional briefings on related topics.
  6. Assisting other Administrative Office staff, both internal and external to FSO, with the development, approval, and execution of annual budgets for the federal judiciary's facilities program.
  7. Providing staff support on external studies and reviews of the federal judiciary's space programs, including those conducted by the Government Accountability Office.
  8. Providing logistical support for all related meetings supported by the SFPS.
