Basic Function

The HSE Specialist will be responsible for championing GoalZERO behaviors across all employees and contract personnel at the site and driving continuous improvement. This position will also be responsible for driving compliance with local, state, and federal health & safety regulations along with other site and company standards. The job responsibilities will require regularly interfacing with a diverse group of customers, including Engineering, Operations, Maintenance, Site Leadership, and external Regulatory Agencies.

Roles & Responsibilities
  • Support and/or Lead Health & Safety Programs such as but not limited to Life Critical Procedures, Audit Programs, Industrial Hygiene, Emergency Response (incl. Fire Protection), Facility Security, Operational Excellence, and Regulatory Compliance.
  • Serve as a safety resource for Management, Operations, Maintenance, and Contractors.
  • Lead Health & Safety improvement initiatives.
  • Participate in and lead Health & Safety teams such as Safety Committees, Emergency Response Team, and PHA Teams.
  • Interact with all plant personnel to ensure a consistent understanding and application of regulatory and site requirements.
  • Understand foundational Health & Safety concepts, regulations, and standards and act as a champion for compliance and improvement.
  • Develop a knowledge of the operating units and processes to which the regulations and requirements must be applied.
  • Lead or participate in informal and formal incident investigations.
  • Play a support, liaison, or full role as a member of the Emergency Response Team.
  • Monitor the site Health & Safety performance and track progress.
  • Participates in and supports Emergency Response and Loss Prevention programs.
  • Act as a liaison with 3rd party contractors and service providers to ensure compliance with Health & Safety practices / procedures.

Areas of Expertise, Requirements:

  • Willing to work temporary shift-hours to provide safety support during Turnarounds, Outages, or Major Projects.
  • Willing to be on the rotating On-Call Duty schedule for Health & Safety.
  • Provide heavy field presence to audit Health & Safety practices / procedures and verify field compliance.
  • Experience in implementing changes and processes necessary to comply with regulations and site / company requirements.
  • Provide safety support to specific areas of the organization as part of the primary duties.
  • Facilitate safety committees or programs, such as Inspection, Testing, and Maintenance of Fire Protection equipment.
  • Responsible for providing and documenting safety related training to assigned areas of the organization.
  • Effectively manage budget in areas of responsibilities by applying cost discipline principles.
  • Must be a strong team player, willing to take on various team tasks as-needed.

Min. Qualifications

Education

  • Minimum of a High School Diploma
  • College Associate or Bachelor degree is preferred
  • Safety related training / certifications is preferred

Work Experience

  • Minimum 4 years of Operations, Maintenance, or similar experience in a Petrochemical environment.
  • Direct experience and in depth knowledge of Occupational Safety programs and other safety policies.
  • Emergency Response Team (ERT) services and experience with Loss Prevention equipment and systems is preferred.

Languages

  • English is required
  • Additional language is a plus
