The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. Main Purpose of Job

To oversee the comprehensive management of the Human Resources Services Division for the Maryland Department of Public Safety and Correctional Services. The Chief Human Resources Officer (CHRO) serves as a key strategic advisor to the executive team, providing expert guidance on workforce-related issues critical to the organization's success. Engaging directly with a diverse range of stakeholders, from new employees to the Executive Leadership Team, the CHRO designs and implements policies and initiatives aimed at cultivating a positive and empowering work environment. Additionally, the CHRO acts as the primary liaison for the agency across various committees, task forces, and working groups, and is prepared to testify before the State Legislature in support of agency initiatives and goals as needed.\r

POSITION DUTIES

Plans, organizes and evaluates for the overall management of the Human Resources operation of�the Maryland Department of Public Safety and Correctional Services.\r
\r
\r
1. Reviews and creates long range plans, goals and objectives, and provides input into the\r
coordination of human resources with the administrative and operation functions of the\r
Department.\r
2. Establishes policies, procedures, priorities and deadlines governing all human resources\r
areas of responsibilities.\r
3. Establishes standards for the attainment of goals and ensures all human resources\r
operations and programs are effectively coordinated.\r
4. Evaluates programs and procedures and reviews attainment of goals relative to available\r
resources and the Division's mission, taking corrective action or making\r
recommendations when necessary to meet requirements, objectives and goals.\r
5. Reviews adverse personnel actions to ensure compliance with employment laws and\r
regulations.\r

Directs all human resources operations and programs to include: field, pre and post recruitment,�background investigations, polygraphs, classification and compensation, business operations,�employee relations, human resources operational support units in the 5 regions and headquarters.�Oversee the investigation of complaints and inquiries relating to the human resources.\r
\r
\r
1. Implements and manages programs outlined by State statutes and regulations, agency\r
policies, federal courts, accepted correctional standards and memoranda of agreement\r
with employee organizations.\r
2. Provides strategic oversight, direction, development and optimization of HR business\r
processes and information technology systems. Innovates and modernizes as appropriate\r
to meet current and anticipated business requirements.\r
3. Exercises independent judgment and action while complying with applicable government\r
regulations, departmental/divisional orders, agency policies and accepted correctional\r
standards.\r
4. Provides oversight for all people development processes, including succession planning,\r
talent acquisition, performance management, and reporting and analytics on human\r
capital related metrics and trends.\r

Maintains lines of communication in order to manage the human capital effectively and�efficiently.\r
\r
\r
1. Maintains good working relationships with the local, state and federal agencies, as well as\r
the Departmental staff and agencies.\r
2. Maintains contact with management officials and employees.\r
3. Communicates orally and in writing to management, staff, and the public.\r
4. Ensures written correspondence such as reports, memoranda, and directives are prepared\r
for dissemination as necessary.\r
5. Supports the EEO program by developing and maintaining positive, collaborative\r
relationships with key stakeholders to ensure all DPSCS personnel are treated equitably.\r

Manages human resources and promotes staff development within the department, delegating�authority when appropriate and directing staff through subordinate supervisors.\r
\r
\r
1. Administers personnel matters to include employee performance appraisals, disciplinary\r
actions, hiring and promotions, etc.\r
2. Identifies training needs to develop subordinates and takes action necessary to address\r
needs; ensures subordinates complete required training within budget and scheduling\r
limitations.\r
3. Develop and implement effective and strategic employee programs designed to enhance\r
employee capabilities, engagement and motivation.\r
4. Cultivates an inclusive culture that emphasizes collaboration, continuous improvement,\r
and commitment to excellence and accountability.\r
\r

Manages and administers annual budget for Human Resources operations.\r
\r
\r
1. Controls expenditures of appropriated funds for supplies, expense accounts and training\r
requisitions.\r
2. Reviews contracts and accounts for the utilization and expenditure of resources, monitors\r
use of funds.\r
3. Directs the economical use of contractual employees when appropriate and in-line with\r
State policies and directives.\r

MINIMUM QUALIFICATIONS

Education:�A\r
bachelor's degree from an accredited college or university in Human\r
Resources,�Business Management or Administration, Public Administration,\r
Industrial Organizational Psychology or other related field.\r
\r
\r
Experience: Six (6) years of professional HR experience which must be at the managerial level;�including\r
3 years of experience managing multiple units within a HR office or\r
organization and coordinating the general operations to include; applying\r
personnel rules and regulations, developing recruitment and retention\r
strategies and supporting promotional processes.�\r
\r
\r
Notes:�\r
1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.�\r
\r
\r
2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rule sand policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.�\r

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience.�\r
\r
\r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.\r
\r
