About the positionThis position is located within the Finance team of WaTech's Administrative Services Division. The Finance team delivers financial management services to all agency managers and staff, and fosters collaboration in areas such as budgeting, billing, accounts payable, accounts receivable, payroll, and general ledger accounting. As the Asset & Lease Specialist, you will act as the agency's authority on asset and lease management, overseeing key financial operations related to WaTech's $155 million in capitalized assets. Your responsibilities include supporting the accounting manager in crafting and enforcing internal and compliance policies and procedures for the financial handling of IT subscriptions, leases, and assets, along with managing inventory control.

EXAMPLE OF DUTIES
Some of what to expect with this role: Analyze, update, and communicate business processes regarding capital assets and leases to internal stakeholders.
Lead and guide service owners and their staff through the financial management of the life cycle of assets.
Create journal voucher (JV) entries in Washington state accounting systems including recording new assets, depreciation, and asset write-off.

Organize, lead, and control the biannual physical inventory in accordance with the requirement in Chapter 30 of State Administrative & Accounting Manual (SAAM).Collaborate with internal stakeholders including service owners and facility manager to maintain written accounting processes and procedures for capital assets and leases and how to use supporting systems such as ServiceNow and DebtBook.

Ensure WaTech asset management processes follow internal policy as well as SAAM, Generally Accepted Accounting Principles (GAAP), and Governmental Accounting Standards Board (GASB).

Analyze expenditure data within the Purchasing Request System (PRS), ServiceNow and the Accounting Financial & Reporting System (AFRS) to ensure timely and accurate reporting of financial data regarding assets and leases.

Create appropriate correction JV entries in the Washington state accounting system and/or ServiceNow to address discrepancies found during the reconciliation process.

Solve problems on the agency exception reports and complete the year-end agency disclosures for assets and leases.

Here's what we're looking for:

A bachelor's degree in accounting, business administration, or related field or four years of professional experience in accounting for state and local government.

Two years of professional governmental experience in asset management.
Intermediate Excel skills (Pivot table, charts, Vlookup, IF/SumIf)

Preference may be granted to applicants with the following:
Knowledge of statewide accounting and administrative manual (SAAM).Knowledge and experience using the statewide AFRS accounting system.

Telework:
This position is approved for telework. However, it has an occasional onsite requirement to verify assests, issue asset tags, and to attend trainings and meetings.
