ENVIRONMENTAL OMBUDSMAN
$5,385 - $6,172 per month, salary commensurate w/ training and experience

Exempt, non-civil service, full-time, temporary appointment. The primary purpose of this position is to oversee the implementation of the federally mandated Small Business Stationary Source Technical and Environmental compliance Assistance Program of Title V of the federal Clean Air Act.

This position disseminates information about environmental pollution control and applicable regulatory requirements to small business stationary sources and other interested parties. The Environmental Ombudsman encourages and assists small business stationary sources in developing strategies to implement programs such as pollution prevention, accidental release detection and prevention, alternative control technologies, process changes, self-auditing, and other methods that would result in a reduction of environmental pollution. This position also assists in investigating and resolving complaints and disputes between small business stationary source owners and the Department of Health regarding environmental pollution control.

This position evaluates the effects of environmental pollution control rules on the economy and small businesses and provides comments to the U.S. EPA and Department of Health; prepares pollution control documents; and promotes public awareness and acceptance of rules through meetings, talks, and technical assistance. This position also writes reports and recommendations and provides testimony to various governmental agencies and the legislature.

Supervises a secretary and may provide oversight to other staff as required.


Minimum Qualification(s)

EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor's degree in a biological or physical science, or in other fields related to environmental heath, engineering, law, communications, or business administration.

EXPERIENCE: Four years responsible professional work in environmental science or other closely related scientific fields environmental law or business/public administration which provided knowledge and skills appropriate to the administration and implementation of pollution control programs. The work must have required the ability to apply the scientific laws and principles of the field, and to interpret and evaluate the results of research and analysis by other professionals.

Four years of progressively responsible professional work experience in the field of pollution abatement which required a knowledge and application of principles, practices, and techniques of environmental pollution control, including, but not limited to, coordinating and participating in public meetings, forums and hearings concerning environmental and regulatory issues.

Four years of progressive experience in an administrative position or as a manager/owner of a small business.

Must also possess excellent written and oral communication skills, the ability to effectively work with community members, small business owners and various government entities.

Must also have supervisory experience or demonstrated supervisory aptitude.

LICENSE: A valid license to drive in the State of Hawaii is preferred.
