Duties
  • You will serve as the Assistant Contract Technical Representative (ACTR) for the NMCI Contract at NSWCDD.
  • You will serve as the primary NSWCDD POC for the NMCI prime contractor for operational status and problem resolution.
  • You will serve as group leader for the Code 1042 team supporting the ACTR and associated functions as well as overseeing tasking for this team of approximately 25 resources (i.e., government and contractor).
  • You will provide technical and project leadership to the NMCI Team comprised of representatives from all NSWCDD Departments.
  • You will oversee and manage NMCI services within the Command including over 7000 laptops/workstations, classroom workstations, and classified VTC capabilities.
  • You will oversee and manage the ordering and payment for NMCI services and the escalation and monitoring of NMCI issues.
  • You will assist with NMCI information security, account management, and act as a liaison between the NSWC Dahlgren NMCI User Community and the Customer Technical Representative (CTR) for NAVSEA Headquarters.
  • You will oversee and manage quality assurance and validation for associated initiatives.
  • You will provide oversight and management within the NMCI project for the effective use of organizational resources.
  • You will serve as the subject matter expert for the NMCI/NGEN contract services.
  • You will participate and lead team environments within and external to the 1042 organization to ensure alignment of these solutions and products with Navy and Corporate vision.
  • You will apply technical skills and knowledge in support of the ACTR role, including communication concepts via presentations to all levels of the organization, web pages, and customer support as applicable.
  • You will support the migration of solutions and services to new and advanced technologies, perform trade-off studies, perform advanced data analysis, and track metrics to evaluate usage patterns and to project future trends.
  • You will develop an understanding of the needs and requirements of information to be provided to end-users and organizations at NSWCDD as it relates to Services and Support provided by NMCI.

      Qualifications

      FOR NT-05 (GS-13/14 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience leading Information Technology (IT) work to analyze, coordinate, or conduct the design, development, test & evaluation, integration, or life-cycle management of Information Technology network systems.

      Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

      1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: implementation of Information Technology (IT) concepts, design, development, evaluation, testing, installation and maintenance of electronic equipment.
      2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing advice and guidance in implementing IT policies and procedures in the development and operation of network systems to meet sponsor/customer requirements.
      3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Facilitate successful execution of IT programs through teamwork, effective communication, and inclusion.
      4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Exercise/implement experimental approaches, theories, or hypotheses to solve network problems without the benefit of traditional methods.

      Salary Cap: This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14. The salary range shown in the above represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high-grade position. Therefore, the salary may be limited to a GS-13 Step 10, currently $153,354.

      This position is covered by the Department of Defense Priority Placement Program.
