Duties

This position is in the Office of Air and Radiation (OAR), Office of Air Quality Planning and Standards (OAQPS). OAQPS conducts a wide range of regulatory programs and projects involving air pollution. OAQPS is the National Program Office for implementing major parts of the Clean Air Act, including setting of the national ambient air quality standards (NAAQS), implementing the NAAQS program (including NSR and Title V permitting), setting stationary source standards for both criteria and hazardous air pollutants and implementing the regional haze program. OAQPS has one of the highest regulatory workloads across the entire federal government and must meet statutory and judicial deadlines as well as other Administrator priorities.

Specific duties of this position may include, but are not limited to:

- Coordinating efforts and responses among OAQPS, other EPA offices, and external partners to identify options for multipollutant control strategies (i.e., strategies to reduce Greenhouse gases, NAAQS pollutants, and hazardous air pollutants) within the stationary source energy sector (power generation, oil/gas, etc.).

- Providing advice, assessments, options, and recommendations to the OAQPS Director on multipollutant control strategies to reduce air pollution from stationary sources in the energy sector.

- Coordinating within OAPQS and with other EPA offices to develop proposed regulations as solutions to and implementations for those multipollutant strategies.

- Working and coordinating with external stakeholders to ensure these proposed regulations maximize reduction opportunities but keep energy production costs affordable and available to the general public and traditionally overburdened energy communities.

- Presenting to a variety of audiences, both technical and lay, in order to promote understanding of and persuasion to support EPA positions, as well as resolve conflicts when and where possible.

    The Ethics in Government Act, P.L requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SL position, annually, and upon termination of employment.

    This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

    Qualifications

    We are looking for at least one year of specialized experience related to this position as described below:

    To qualify for this SL position, you need to have at least one year of full time experience equivalent to the GS-15 level defined as providing advice and solutions to senior level management on reducing air pollutants from energy production facilities; providing advice and recommendations to senior level management related to the Clean Air Act's (specifically parts 110, 111, and 112) regulations; and collaborating with internal and/or external partners on air pollution reduction strategies.

    You will be evaluated on the mandatory Technical Qualifications listed below. Your responses should be clear and concise and show a level of accomplishment and a degree of responsibility.

    Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified.

    TQ 1 - Demonstrated experience implementing requirements of the Clean Air Act and related regulations to reduce air pollution from major stationary sources, including criteria pollutants, hazardous air pollutants and greenhouse gas emissions.

    TQ 2 - Demonstrated experience collaborating with professional associations, government agencies, non-governmental and international agencies, members of the Congress, and the general public on a broad range of national air quality programs.

    TQ 3 - Demonstrated experience developing and/or applying policies to address new and emerging air pollution matters related to public health and the environment.

    If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.
