Purpose and Scope:

The Sr. Logistics Analyst is responsible for transportation and logistics activities.

Establishes transportation guidelines and standards for use in purchase orders and subcontracts in regard to rigging, packing, routing, carriers, freight terms, and documentation.

Assists Project Procurement and Materials Managers with planning and strategies for projects, and with transportation pricing and estimates for proposals.

Performs logistics functions in conformance with the requirements of the prime contract with the client.

Essential Responsibilities:

~ Applies Company materials management systems and processes. ~ Applies logistics terminology, measures, concepts and principles. ~ Has extensive knowledge regarding the impact that logistics has on various project actions. ~ Checks order receivable logs against original order documentation to verify an accurate match. ~ Provides technical assistance and expertise. ~ Analyses department turnaround and accuracy reports. ~ Investigates issues and concerns with processes and proposes improvements to procedures. ~ Provides recommendations to resolve problems. ~ Prepares, maintains, and analyzes periodic measurement reports. ~ Provides analysis and recommends action plans to ensure key measurements are met. ~ Coordinates efforts with other Materials Management discipline groups as needed. ~ Has frequent contact with individuals representing outside organizations. ~ Plans and prepares communications which require skill, tact, persuasion and/or negotiation to accomplish the objectives of the communication. ~ May facilitate the activities of less senior Logistics Workers. ~ Identifies sources for shipping and freight forwarding services, evaluates pricing, conducts negotiations, awards, issues, documents and manages agreements with shippers and freight forwarders that will provide best value for Company or project needs. ~ Assists purchasing and subcontracting personnel with rates, routing, evaluations of freight alternatives, and negotiations of transportation costs. ~ Coordinates transport arrangements with carriers, monitors progress of shipments in-transit, and works to ensure timely delivery to the destinations. ~ Arranges for third-party audits of freight bills, or performs such audits to ensure conformance with tariffs and agreements, and recovers improperly charged freight costs. ~ Coordinates the logistics of international shipments, including management of export packing, marshalling, monitoring port operations, vessel bookings, documentation, inspections, and customs clearance. ~ Coordinates the logistics of any unusually large or complex air or overland movement of goods, including coordination of special design work, rigging, route surveys, route modifications, selection of overland conveyances, and oversight of the physical movement. ~ Assists as needed with damage inspections, filing and processing of loss and damage claims, and negotiation of resolutions. ~ Monitors the performance of shippers and freight forwarders, and issues change orders relative to forwarding contracts. ~ Resolves disputes with shippers and freight forwarders, and evaluates their performance. ~ Prepares, compiles, maintains, and communicates information and auditable records for ~ Maintains awareness and analyzes market trends and regulatory changes to determine the impacts on existing agreements and projects and the strategic approaches to future transportation aspects. ~ Keeps management advised of significant transportation issues.

Minimum Position Knowledge, Skills and

Abilities Required:

High school graduate or equivalent preferred. Entrants to this position require a minimum of 5 years of experience in material management/logistics. Associates degree or technical diploma may substitute for 2 years of experience. Technical Certification or specialized training preferred.

Work Environment, Physical Demands, and

Mental Demands:

Typical warehouse environment with no unusual hazards, frequent lifting to 20-60 pounds, kneeling, standing, and walking, routinely sitting and constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.
