Director of Facilities Operations & Services

Job Description:
Reporting to the Associate Vice President for Facilities Management and a member of the Facilities Management leadership team at the University at Albany, the Director of Facilities Operations and Services (FOS), plays a critical role in preserving, modernizing, and creating facilities that empower the University at Albany's education, research, and community service goals. The Director of Facilities Operations and Services is responsible for the leadership and management of the operations and services of all owned and leased university properties, specifically the buildings, and exterior land associated with the University site(s). This includes the associated electrical and mechanical systems, heating, air conditioning, plumbing, grounds, and overall cleanliness for the University at Albany. The Director of FOS provides leadership and general supervision of over 350 full and part-time employees. The Director will also participate in planning and design review of major renovations; staff development and training; planning, scheduling, and implementation of in-house repairs and upgrades, campus events, and student housing turnover. Additionally, the Director will communicate with key internal and external stakeholders (State University Construction Fund (SUCF), NYS Dormitory Authority (DASNY), Office of General Services (OGS), etc.) to advance campus interests.

Primary Responsibilities:
Stewardship of Physical Assets

  • Oversee and lead the operation, maintenance, asset management, and stewardship of the physical facilities, including buildings, central plant, associated electrical and mechanical systems, heating, air conditioning, and plumbing systems, grounds, physical property surplus, and/or disposal.
  • Establish policies, rules, and procedures governing the operation, maintenance, and cleaning of campus facilities, including establishing and maintaining routine preventive maintenance and cleaning schedules; managing facilities work order system; and maintaining facilities drawings.
  • Prepare and maintain operational plans.
  • Support efforts and initiatives to maintain and enhance the Computerized Maintenance Management System (AiM) and Physical Space Inventory (PSI) database.

Staff Supervision and Workforce Development

  • Provide leadership, direction, supervision, and coordination of staff and responsibilities within grounds, HVAC, dormitory, fire safety, custodial, vehicle operations, central heating and cooling plant, and skilled trades shops.
  • Develop and implement safety and training programs for physical plant staff in collaboration with Human Resources and Environmental Health & Safety.
  • Train and develop staff resources, through daily supervision, timely adherence to program plans and evaluation cycles, exposure, and involvement with various members of the university community, and identification of training. Strategically develop succession plans aiming to develop key talent for critical roles on campus and ensuring Facilities Operations and Services workforce has the right size and ability to meet operational needs.

Facilities Plans, and Project and Budget Management

  • Coordinate the development, implementation, and maintenance of a long-range physical development plan for the University.
  • Develop annual and long-term plans and budgets in coordination with campus planning groups.
  • Implement operational and capital upgrade plans, as directed by the Associate VP of Facilities Management and the VP of Finance and Administration.
  • Manage all aspects of facilities operations and services projects from concept through completion, including coordinating activities, managing contractors/inspectors, monitoring project progress, cost, and quality, and resolving problems that arise.
  • Lead, manage, and direct third-party contracts, contractors, and service providers for facilities support and operational services, ensuring strict oversight of deliverables and maximum return for the University in collaboration with the Procurement office.
  • Monitor expenditures to ensure that funds allocated are effectively utilized and expenditures are limited to the allocation.

Client Services

  • Serve as part of the UAlbany team working with the State University Construction Fund, Office of General Services, and Dormitory Authority of the State of New York and other third parties, protecting and advancing the best interests of the University.
  • Coordinate with other units within Facilities Management [Planning, Design and Construction (PDC), Data Analysis and Space Management (DASM), Administrative Service Unit (ASU), Environmental Health & Safety and Code Administration (EHS-CA), Campus Energy Management (CEM)] to help shape, advance, and support contracted capital projects and operational needs with necessary and appropriate staff and resources.

Requirements:
Minimum Qualifications:

  • Bachelor's degree
  • Ten years of progressive facilities management experience with a focus on operations and renovations in an institutional setting.
  • Demonstrated success in developing a service-focused organization that includes experience supervising a large staff.
  • Project management experience with demonstrated leadership and coordination of staff and responsibilities.
  • Demonstrated experience in managing budgets and procurements that are in line with priorities relating to operational and/or project needs.
  • Strong working knowledge of Microsoft Excel, Word, work management systems, and other relevant electronic software/tools.
  • Demonstrated verbal, written, analytical, and interpersonal skills with a proven record of successful interaction with a variety of constituencies.
  • The ability to work independently and must be able to display and promote professional integrity.

Preferred Qualifications:

  • Master's Degree
  • Experience in a Higher Education setting.
  • Experience working in a State or Government Agency
  • Experience with central plant supervision/management
