Introduction

A DJS Case Management Program\r
Supervisor is the program supervisory level of work providing community\r
juvenile case management services for a county or jurisdiction.� Employees\r
in this classification direct the implementation and coordination of all supervision,\r
probation and aftercare services for juveniles, and serve as department\r
representatives on Local Coordinating Councils and Local Management\r
Boards.� Employees in this classification supervise lower-level DJS Case\r
Management Specialists, and in large jurisdictions may supervise DJS Case\r
Management Specialist Supervisors.\r
Employees in this classification\r
receive general supervision from a DJS Regional Director or other designated\r
administrator.� Employees may be assigned to work evenings and weekends and\r
may be subject to call-in based on staffing needs.� Employees may be\r
required to travel throughout the State to attend court proceedings, visit\r
homes, schools, community based services and juvenile residential facilities.\r
Positions in this classification\r
are evaluated using the classification job evaluation methodology.� The\r
use of this method involves comparing the assigned duties and responsibilities\r
of a position to the job criteria found in the Nature of Work and Examples of\r
Work sections of the class specification.\r

Main Purpose of Job

The function\r
of the position involves\r
providing direct supervision to Case Management Specialist and\r
ensuring that they are prepared\r
regarding Departmental policies and procedures. Provide training on Juvenile\r
Services process as it\r
relates to case management and supervision of juvenile\r
delinquents. The incumbent also manages and directs the gate keeping function for Community Justice; reviewing court orders\r
for detention and commitment, counseling and instructing\r
juveniles\r
and parents, monitoring appropriate\r
placement at institutions, and\r
administering the flow of case records and\r
court orders to institutions. The incumbent testifies in court concerning\r
DJS policies, the availability and appropriateness of resources, and offers solutions to daily operational\r
problems. In addition, the position\r
requires constant contact with outside\r
vendors to include; local law enforcement, community\r
partners and property management.\r

POSITION DUTIES

Schedules, assigns,\r
supervises and evaluates work of Case Management Specialist, office\r
professionals, and paraprofessionals involved in casework services;\r
�\r
Reviews written\r
reports prepared by staff for completeness, clarity, presentation, proper\r
casework, treatment and investigational technique;\r
�\r
Supervises the\r
communication of court action involving children to DJS and other appropriate\r
agencies;\r
�\r
Schedules, plans and\r
carries out conferences with staff in order to interpret and implement\r
departmental and state policies and procedures;\r
�\r
Conducts interviews\r
with new employees, staff meetings, and in-service training programs;\r
�\r
programs;\r
�\r
Makes recommendations\r
concerning staff and advises the designated supervisor of needs and problems;\r
�\r
Directs the\r
establishment and maintenance of essential files;\r
�\r
Prepares detailed\r
reports and formal recommendations regarding the type and volume of work for\r
the purpose of program planning and evaluation;\r
�\r
Keeps abreast of\r
developments in the field of juvenile delinquency by reading professional journals and attending\r
seminars, workshops and conferences; and\r
�\r
Promotes public\r
interest in the Department of Juvenile Services.\r
�\r
Handles offices issues\r
as it relates to building maintenance and tenant Issues.\r
�\r
Participate as the\r
Department of Juvenile Services representative on Various Committees or\r
projects.\r
�\r
Approves the FMIS\r
request for the satellite office.\r

MINIMUM QUALIFICATIONS

Education:�� A Bachelor's degree from an accredited college or university.\r
Experience: Four years of experience providing case management services to emotionally or socially maladjusted, delinquent, victimized, or exceptional juveniles in a community or residential setting. \r
Notes:\r
1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education. \r
2. Candidates may substitute possession of a Master's degree in the social or behavioral sciences or criminal justice from an accredited college or university for one year of the required experience.\r
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Social Services classifications or Social Services specialty codes in the Social Science, Psychology and Welfare field of work on a year-for-year basis for the required experience and education.\r

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience managing and\r
directing gate keeping functions. \r
2. Experience reviewing court\r
orders for detention and commitment.\r
3. Experience administering the\r
flow of case records and court orders to institutions\r

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.�Candidates appointed to positions in this classification are required to become fully certified by the Maryland Correctional Training Commission within 90 days of appointment and maintain certification while employed.\r
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r

SPECIAL REQUIREMENTS

1. In accordance with the Correctional Services Article, Section 8-209�of the�Annotated Code of Maryland,�the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations , general regulations of the Maryland Correctional Training Commission, and include: \r
����U.S. Citizenship or Resident Alien status\r
����Must be at least 21 years of age\r
����A thorough background check, including fingerprinting and drug testing \r
����An oral interview, and\r
����Physical and psychological examinations. \r
2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations , Testing for Illegal Use of Drugs. \r
