Main Purpose of Job

The Calvert County Department\r
of Health seeks a visionary executive to lead its public health programs\r
affecting the County, including Health Equity, Environmental Health, Health\r
Promotions, Communicable Disease Prevention and Control, Vital Records, Family &\r
Reproductive Health Services, Comprehensive Domestic Violence, Behavioral\r
Health, and Crisis Response services.�This individual selected will serve\r
as the County Health Officer under the authority of the Maryland Department of\r
Health and the Calvert County Board of County Commissioners.\r
\r

The Calvert County\r
Department of Health is a comprehensive local health department with a staff of\r
more than 275 employees and an annual budget of approximately $21\r
million.� This position is the ideal role for a driven, highly competitive\r
health professional eager to make a significant impact within a rural\r
community. The Health Officer will advise and/or consult with the County\r
Administrator, the Calvert County Board of County Commissioners, and the State\r
Department of Health. The Health Officer will play a critical role in\r
protecting and improving the health of people living in Calvert County.\r

The Health Officer is\r
responsible for the formulation, development, and execution of public health\r
programs reflecting State and local needs and application and/or enforcement of\r
appropriate State laws and regulations of the Secretary of the Maryland Department\r
of Health and Calvert County.\r
Essential job\r
functions and assigned duties include the following:��\r

Administer public\r
health programs for Calvert County, including the management of personnel,\r
funds, facilities, and all assets of the Department.�\r
Administer the\r
Department's nearly $21,000,000 operating budget, comprised of Core Public\r
Health Funding; County, Federal, and State grant funding; and revenues derived\r
from fee collections.\r
Responsible for the\r
development, promotion, and management of public health programs for Calvert\r
County, including evaluating community needs and initiating new programs as\r
deemed necessary to meet State and County objectives and to achieve a healthy\r
population. Provide clinical oversight of public health programs in the\r
Department.�\r
Enforce Federal,\r
State, and County laws, rules, and regulations to protect the public health and\r
safety of the population. Direct the development and revision of Departmental\r
policies and procedures in accordance with these rules and regulations.�\r
Propose Federal,\r
State, and County laws, rules, and regulations pertaining to the administration\r
of health services. Provide testimony to the State Legislature and Board of\r
County Commissioners as appropriate concerning new or amended legislation\r
affecting the Department.�\r
Develop tools to\r
monitor or address behavioral causes of disease.\r

MINIMUM QUALIFICATIONS

Qualified candidates must possess a degree in medicine from an accredited college or university, a master's degree in public health and have two years of experience as a licensed physician working in the field of public health.\r

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants for this classification must be licensed and currently registered with the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the current license or license number and expiration date must be attached to the application.\r
