The town of Middleborough seeks qualified applicants for the position of Human Resources Generalist. Under the supervision of the Human Resources Director, the Human Resources Generalist provides administrative, technical and strategic support to the Human Resources Department. This highly confidential position is vital in attracting and retaining talent, supporting a positive work environment and acting as the first point of contact for the office.

Responsibilities and duties:

Administer all phases of recruiting process, including maintaining database, job posting advertisements, collaboration with departmental managers to understand skills and competencies required for openings, and coordination of interviews/panel/questions.
Conduct or acquire background checks and employee eligibility verifications.
Post, track and monitor job openings on municipal website, as well as on applicable professional and/or association and other external websites.
Perform routine tasks required to administer and execute human resource programs including, but not limited to, compensation, benefits, leave, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition, and morale; occupational health and safety, and training and development.
Support benefit administration, liaise with external partners, stakeholders and vendors.
Conduct new hire orientations; ensure completion of all new hire onboarding forms in onboarding module and procedures in compliance with federal, state, local and internal policies.
Update Human Resources departmental webpage and intranet page.
Complete compensation surveys.
Attend and assist with all departmental events, including training and professional development, open enrollment and benefit/career fairs.
Participate in administrative staff meetings as necessary; may be required to attend external meetings, seminars and professional conferences as necessary.
Assist with FMLA leave administration, employee discipline and relations matters.
Maintain personnel records, file papers and documents into appropriate employee files; conduct annual audit of current employees and ensure terminated employee personnel files are properly archived.
Maintain required record retention schedule and appropriate destruction of confidential documents.
Ability to maintain a high level of confidentiality in compliance with federal, state and local employment laws and regulations; reviews policies and practices to maintain compliance.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management and employment law.
Required to interact with a wide variety of departments in a variety of different situations, new policy creation, technology implementation, personnel administration, collective bargaining and employee relations issues with the utmost confidentiality and sensitivity.
Perform other duties and tasks, which are logical to the position as may be assigned.

Requirements:

Bachelor's degree in human resources, public administration, business management or related field; five years supporting human resources functions; or an equivalent combination of education and experience. Must be proficient with the Microsoft Word, Excel and PowerPoint. Ability to interact in a positive and effective manner with staff at all levels, to demonstrate objectivity, sensitivity and to work with accuracy and attention to detail.
