Job Description

PURPOSE AND SCOPE:

Under the general direction of the Senior Manager of Treasury, and in support of the Treasury department, the LSC Analyst I, Treasury provides support for the LSC system wide treasury function including operations, accounting, reporting, and analyses. The LSC treasury function includes Commercial Banking and Custodial Banking Relationship Management; Cash Management Operations; Investment Management Operations; Debt Management Operations; and Property Tax Operations. Engages with internal and external constituents regarding LSC treasury matters as requested.

ESSENTIAL JOB FUNCTIONS:
Assists the Senior Manager, Treasury and the Treasury department with activities related to treasury functions such as journal entries, reconciliations, fund transfers, regulatory reporting, and management reporting Performs complex, system wide financial analyses to support executive-level reports and presentations in support of data-driven decision-making. Prepares executive-level reports and presentations as requested Assists the Treasury department with Request for Quote (RFQ) and Request for Proposal (RFP) associated with treasury services such as armored car, depository, merchant, financial advisory, broker/dealer, and tax collections services for the system Participates in bank account maintenance, opening, and closing based upon the needs of the system Participates in Cash Management Operations such as monitoring daily bank activity, forecasting cash flow, establishing a daily cash position, transferring funds across financial institutions for funding purposes, pooling available cash for investment, managing/mitigating financial risks, and ensuring adequate liquidity is available to meet ongoing financial requirements. Participates in the administration of deposit activities across Assists the Treasury department with Investment Management including analysis, portfolio performance monitoring, and reporting. Middle office activities include data management to ensure timely and accurate valuation and reporting of all invested assets, and various compliance, audit, accounting, and settlement functions Assists with Debt Management Operations as directed. Assists with execution of external debt service payments, communications with rating agencies, monitoring of compliance with covenants, and review of utilization of bond proceeds. Works with department management to calculate private use and arbitrage Assists with Property Tax Operations as directed. Assists with the annual adoption of a tax rate and monitoring of the collection of ad valorem taxes on the value of properties within its district. Assists with tracking and monitoring LSC's participation in Tax Increment Reinvestment Zones (TIRZ) in its district Prepares treasury related weekly, monthly, quarterly, and annual analyses and reports, both internal and external, in a timely and accurate manner in accordance with applicable laws, regulations, policies, and procedures. Produces timely responses to audit requests. Completes departmental document and workpaper archival and retention Assists with the development and maintenance of desk procedures, and participates in cross-training for all functions of Treasury to ensure continuous operations of this critical function Responsible for other reasonable related duties as assigned KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of financial calculations and ratios Knowledge of generally accepted accounting principles (GAAP) Ability to develop financial models Ability to learn data management skills, and financial system data query skills Ability to perform complex, financial, and statistical computations and analysis of data with a high degree of accuracy and integrity Advanced Excel skills to perform complex financial and statistical calculations, organize and analyze large data sets, and create meaningful charts and graphs Ability to interpret detailed, financial data, converting it to data-based reports Strong communication skills, both oral and written, with the ability to effectively communicate complex financial concepts to people at all levels Ability to work independently or in a team Ability to be self-directed and motivated Ability to organize and schedule work to meet deadlines Ability to follow guidelines and procedures Ability to maintain confidentiality PHYSICAL ABILITIES:

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

WORK SCHEDULE AND CONDITIONS:
Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone, and other general office equipment Interface with internal and external contacts as needed to carry out the functions of the position Work is performed in a climate-controlled office with minimal exposure to safety hazards REQUIRED QUALIFICATIONS:
Bachelor's degree and at least 3 years of experience, or an equivalent combination of education and experience Bachelor's degree in Finance, Accounting, Economics, or related field PREFERRED QUALIFICATIONS:
Some related work experience in Treasury, Financial Planning & Analysis, Economics, or related field Salary

Hiring salary range is $51,761 to $59,525.

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
