Acquisitions Specialist

Required Experience and Certifications:
• Minimum of ten years of Government IT and Management Services procurement experience
• At least three (3) years of supervisory experience
• Through knowledge of Federal Acquisition Regulations (FAR)
• Understanding of Agile Procurement and Capacity Based Procurement Methodology

This requirement is for an ongoing acquisition support project.

Responsibilities:
• Serve as a Sr. Procurement Lead supporting a team of IT Procurement Specialists.
• Must be familiar with the federal IT procurement life cycle (requirements development, pre and post-award, award administration and closeout).
• Independently develop solicitation package documentation such as Statement of Work (SOW), Statement of Objectives (SOO), Service Level Agreements (SLA), Key Performance Indicators (KPIs), Proposal Instruction, IGCE, Proposal Evaluation Criteria, etc.
• Conduct walk throughs of developed deliverables with customer
• Provide peer review, quality control, training, and mentoring while guiding the preparation and assembly of procurement, budget and contract files.
• Provide sound judgement to resolve issues related to procurement artifacts and compliance.
• Deliver exceptional customer service.
• Perform review of contract award files, award memorandum, source selection decisions, determinations and findings, sole-source and limited source justification and Approval documents, memorandum for the file, another requirement procurement documents.
• Answer data calls. Competent in and conduct thorough procurement research and data calls using available data sources, official files and online sources.
• Produce guidance, both written and oral input, and support in the development of policy and procedural guidelines and applicable documentation.
• Prepare and maintain policy documentation; reviewing and analyzing for dissemination of procurement regulations; maintaining training records; and creating, updating and maintaining contract and solicitation templates.
• Assist the customer with creating and implementing strategies and policies to maximize the effectiveness, efficiency and responsiveness of their processes.
• Assist in the creation, editing, and updating hard copy and or electronic acquisition support products such as announcements, email communications to the vendor community, and training materials
