This position will serve as the 4-H Youth Educator for Cornell Cooperative Extension Association of Broome County and will assist in providing program development, implementation, administrative direction, management, coordination and evaluation to the 4-H Youth Program. This position will assist in the planning, development, coordination and implementation of programming for 4-H Youth programs and program activities including, but not limited to the 4-H Community Clubs, 4-H Afterschool, 4-H SPARK Club, animal science programs, public presentations, trips and awards, field programs/tours, and workshops. This position will be responsible for the delivery of animal science, STEM and other established 4-H programming. This position will deliver programming and activities, both on-site and off-site in accordance with the 4-H Youth Development Program Area's plan of work. This position will coordinate many administrative aspects of the 4-H Program and will assist the 4-H Program Leader with marketing and fundraising efforts for 4-H Youth Development Programming. This position will work to expand/develop a strong, heavily involved volunteer base in the area of 4-H Youth Development and will provide program implementation and administrative direction, and coordination for all aspects of 4-H volunteer management to include, but not limited to: recruitment of new 4-H volunteers; providing orientation and training of 4-H volunteers; and providing ongoing follow-up to volunteers that ensures initial and continued 4-H club success. This position will direct 4-H Youth Program volunteers as desired.

POSITION DETAILS:

This position is a full-time, non-exempt position, 37.5 hours per week. The hourly rate for this position is $21.00. This position, based on eligibility, offers a comprehensive benefit package, to include: health and dental insurance, NYS retirement, vacation, sick and personal leave.

POSITION INFORMATION:

Required Qualifications:

  • Master's Degree or Equivalent Education (Bachelor's Degree and four (4) years transferable relevant evidence-based research experience).
  • Experience relevant to the role of the position.
  • Valid New York State Driver's license and the ability to meet travel requirements associated with this position.
  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

Preferred Qualifications:

  • Familiarity with 4-H Club Management and 4-H Volunteer Management.
  • Course work in education, agriculture, animal science, natural resources, youth and or human development highly preferred.
  • Experience with 4-H Youth Development education in Cooperative Extension or other youth development organization.
  • Familiarity with community-based partners, both public and private, and the ability to work collaboratively in coalition/advisory group capacity.
  • Demonstrated ability to plan, teach and evaluate informal educational programs through a variety of delivery methods to reach individuals and groups.
  • Demonstrated ability to function as a team member working with volunteers and staff.
  • Demonstrated ability to organize reference materials for programming purposes.

Responsibilities/Essential Functions:

Program Responsibilities:

Program Development – 20%

  • Assist in the development of 4-H Youth educational programming and strategies.
  • Assist in the creation of program materials and assist in the development of programs and program activities that foster a robust 4-H youth and volunteer program, including, but not limited to: recruiting initiatives and events, recognition events, animal science programs, public presentations, ZEH grants/scholarships, county and state fair, Science, Technology, Engineering and Math (STEM) projects and other programs and program activities as identified.
  • Assist in the development of innovative educational 4-H Youth programs using a 4-H experiential learning approach.
  • Assist the 4-H Program Lead in developing programs to meet multi-association needs and changing priorities when needed/appropriate.
  • Assist in the research, identification and selection of program resources in coordination with the Program Advisory Committee and program participants.
  • Assist in structuring 4-H Youth program to meet the diverse needs of the community and program participants.
  • Work with 4-H Program Lead to make program changes as needed based on evaluation outcomes.
  • Work in cooperation with team members to help develop programming for the Youth Program area.

Program Delivery – 40%

  • Teach existing educational programs as defined.
  • Utilize a wide variety of proven educational methodologies in program delivery efforts.
  • Apply existing subject matter knowledge to create lesson plans necessary to deliver high-quality educational programming.
  • Serve as subject matter resource in the area of 4-H Youth Program to staff and participants, community organizations and the general public.
  • Work to foster acceptance of the 4-H Youth Development, methods and policies while addressing community and individual needs and considering diverse audiences.
  • Implement and facilitate a menu of 4-H Youth educational activities to include, but not limited to: volunteer; leadership; club management; community service; life skills development; student leadership; healthy lifestyles.
  • Implement and facilitate 4-H programming and activities, to include, but not limited to: 4-H Club Programs, SPARK programs, 4-H Afterschool, Public Presentations, Animal Science Programming, Trips and Awards, and other 4-H Youth Programs as needed.
  • Provide educational program efforts via mass media.
  • Deliver educational programs as a part of multi-association efforts when identified/appropriate.
  • Serve as a team member and cooperate with the entire Association and Youth Program staff to achieve Association program delivery goals.

Program Evaluation – 10%

  • Implement program evaluation as designed.
  • Assist in applying subject matter knowledge to evaluate educational program offerings.
  • Based on program parameters, interpret and assist in analyzing evaluation data.
  • Assist in making recommendations for improvement.
  • Assist in the design/re-design or creation of the program evaluation framework.

Administrative Responsibilities:

Direction – 10%

  • Work in cooperation with team members to help establish priorities and objectives for the 4-H Youth Program area.
  • Assist in the interpretation of association program direction to plan educational programs in the 4-H Youth Program area.
  • Assist in the planning of the delivery of established 4-H Youth Program goals.
  • Assist in the design of a system of ongoing involvement of 4-H volunteers and community members which express the demographics of the community.
  • Make program recommendations for consideration to the 4-H Program Lead as a part of the budget development process.
  • Assist the 4-H Program Lead in planning educational programs and program delivery initiatives in assigned programming areas.
  • Assist in the planning of major public events and programs (i.e. County Fair, State Fair, Farm Bureau Auction, Achievement Night, Public Presentations, Get To Know 4-H Night, and Trips).
  • Assist in the planning and promotion of mass media efforts related to upcoming events and programs.
  • Make recommendations to the 4-H Program Lead related to the 4-H Youth Programs as appropriate.

Management – 10%

  • Assist in the preparation of reports on program process and accomplishments of Association programming for local, state and federal use.
  • Assist the 4-H Program Lead in implementing the program area's budget, oversee the program area's financial transactions.
  • Assist the 4-H Program Lead in managing 4-H Youth fund development activities as appropriate.
  • Perform high level of support for all aspects of volunteer management to include:
    • Recruitment of new 4-H volunteers and ensure all volunteers have the required screening documentation.
    • Provide volunteer orientation.
    • Serve as an accessible resource to volunteers by providing follow-up support to ensure initial and continued 4-H Club success.
  • Provide oversight to 4-H volunteers, including, but not limited to: implementation of all aspects of the Volunteer Involvement Policy (VIP), providing support to 4-H Leaders.
  • Provide guidance and assist with problem solving when needed, to program volunteers in accordance with established practices and procedures.
  • Assist with problem solving and resolving issues that arise, as needed.
  • Assist the Supervisor with identifying, anticipating and recommending for 4-H Club needs/supplies.

Coordination/Operation – 5%

  • Assist in organizing and coordinating all program activities related to the 4-H Youth Program.
  • Promote major public events and programs (i.e. County Fair, State Fair, Farm Bureau Auction, Achievement Night, Public Presentations, Get To Know 4-H Night, and Trips).
  • Assist in coordinating all aspects of the 4-H volunteer and youth enrollment and reporting process and work with administration to ensure all volunteer files, paperwork and communication has occurred in accordance with established policies and procedures.
  • Contribute to newsletters, distribute 4-H club enrollment packets and provide 4-H project resources and support as appropriate.
  • Effectively maintain professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.
  • Assist in the coordination of effective marketing strategies in the promotion of programming efforts to include, but not limited to: print media, news media, social media, and multi-media efforts.
  • Compile existing resources into educational program materials.
  • Collect evaluation data and program needs assessments from program participants based on existing evaluation framework and guidelines.
  • This position may require the transport of program participants and/or program materials and resources in performing position responsibilities.

Professional Improvement and Other Duties as Assigned – 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Extension programs and other duties as assigned.

  • Support the association to maintain a safe working environment.
  • Be familiar and strive to follow any applicable federal, state, local regulations, association health and safety policy/procedure/requirement and standard.
