About our Children's Shelters

Many children begin life in the face of serious challenges. Instead of playing pretend and imagining grand adventures, unaccompanied children face perilous conditions alone as they travel to unfamiliar countries, leaving home and loved ones behind to escape war and violence. Our children's centers, operated through a grant from the Office of Refugee and Resettlement (ORR), provide safety, stability and wraparound services. We help children grow into adults who have received love and kindness, instead of only violence and chaos.

What You'll Do

The PSA Compliance Manager is directly responsible for the development, coordination, facilitation, and evaluation of program training for assigned programs in accordance with Agency, state licensing standards, CARF accreditation policies, funding requirements, and other federal, state, and local regulatory requirements. The PSA Compliance Manager educates, trains, and advises on policies/procedures; Bridging Refugee Youth and Children's Services (BRYCS); Prevention of Sexual Abuse (PSA). Oversees implementation and ongoing compliance with the Interim Final Rule on UAC Sexual Abuse and Sexual Harassment standards at care provider facilities.

All Upbring Children's Shelters employees must comply with ORR's vaccination mandate.

All staff must be able to show proof of immunity to vaccine-preventable diseases transmitted by the respiratory route if working directly with unaccompanied children (UC).



Responsibilities

Work Standards

  • Responsible for fostering a facility climate which condemns sexual abuse; provides resources and support to the programs; and educates staff and UC on how to report incidents of sexual abuse
  • Responsible for educating staff and UC of the facility's zero tolerance for all forms of sexual abuse, sexual harassment, and inappropriate sexual behavior
  • Conduct ongoing announced and unannounced dorm/cottage observations to monitor how employees are applying skills; identify safety issues and training needs and develop performance improvement plans to address and correct observed training needs
  • Attend staff meetings to provide updated training needs, reinforce previous training, or training debriefings
  • Develop and facilitate ad hoc and provide training as needed in alignment with program needs and Agency mission, vision, and core values

Communication

  • Ensure program employee attendance compliance with mandatory sexual abuse/sexual harassment awareness and prevention refresher training. Emphasize the importance of zero tolerance to sexual abuse through leadership example, management presence, and unannounced rounds by leadership on all shifts
  • Responsible for effectively and professionally communicate the right of UC and staff to be free from sexual abuse, sexual harassment, and inappropriate sexual behavior
  • Other duties and special projects as assigned

  • Provide one-on-one guidance to employees needing additional training on how to effectively interact with UC, handle a crisis, or how to de-escalate a situation
  • Work closely with program leadership, management, and staff to investigate incidents
  • Develop and maintain strong working relationships and partnerships with program leadership, management, and staff to ensure resident needs and program goals and objectives are being met

Building Relationships

  • Reassure staff and unaccompanied children (UC) of professional commitment to maintaining a healthy environment that is safe and contributes to well-being and to the safety of the program
  • Work closely with program leadership teams to ensure licensing standards, ORR Policies and Procedures, and Agency policies and practices are managed and administered properly and efficiently and support needs of the residents and the program
  • Work as team player and exhibit professional behavior and a positive attitude with both internal and external clients that reflects positively on the Agency and is consistent with Agency policies and practices
  • Actively participate in exhibiting cultural awareness and sensitivity when interacting with children, parent(s)/guardian(s), staff, and the community
  • Implement/coordinate facility awareness and prevention education of adherence to ORR's zero tolerance for all forms of sexual abuse, sexual harassment, and inappropriate sexual behavior


Qualifications

Minimum Qualifications

  • Bachelor's degree in behavioral sciences, human services, or social services fields
  • 1-year experience working with child welfare standards, best practices, and compliance issues

Knowledge, Skills and Abilities

  • Ability to motivate learners to take an active role in their learning
  • Ability to use sound judgement and always maintain confidentially
  • Strong verbal communication and presentation skills with the ability to positively convey a message
  • Ability to adapt training techniques and adult learning theory to various groups (different learning styles)
  • Demonstrated ability to evaluate training effectiveness
  • Demonstrated ability to gather and analyze information and translate into empirical data (metrics, structured reporting, data driven analysis); ability to create scorecard and dashboards with relevant information to influence strategic planning, decision making, and meet department and Agency goals and objectives
  • Strong time management and organizational skills with the ability to manage competing priorities and meet deadlines
  • Strong interpersonal and people skills with the ability to work independently, within a team environment and with a diverse group of people
  • Proficient with Microsoft Word, Excel, Power Point and Outlook

Preferred Qualifications

  • Master's degree in Instructional Design, Training and Development, Organizational Development or Social Work
  • Bilingual in Spanish and English (based on service population and service area)
  • 5 years' training and development experience

Physical Demands & Work Conditions

  • This position requires sitting and continuous viewing of the computer screen and using a computer for long periods of time as well as standing, frequent walking and speaking to groups for long periods
  • Position may work in a child facility and have exposure to children
  • Lift, push, pull, move up to 25lbs.
