PCSU NNRM/MKFRP FISCAL & PROGRAM ASSOCIATE – ID#

Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Nāpuʻu Natural Resource Management Project (NNRM) and Mauna Kea Forest Restoration Project (MKFRP), located on the island of Hawai'i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: $4,376/Mon.
DUTIES: Provides fiscal, operational, and administrative support for the PCSU NNRM and MKFRP project on Hawai'i. Oversees project's budget, tracks fiscal expenditures, and projects budget needs for proposals. Researches vendors and products, and executes all purchases. Drives to pick-up purchases, prepares appropriate procurement documents, and assigns accounts for staff salary and fringe. Tracks orders and ensures purchasing accuracy. Makes travel arrangements and completes travel reports (authorization, completion). Serves as petty cash custodian. Works closely with the NNRM Manager and MKFRP Coordinator to decide budget priorities. Work must be done in accordance with applicable State and Federal regulations and laws, especially regarding invasive species, safety and health, and pesticides. Provides oversight of all fiscal, personnel, and administrative documents to ensure project efficiency. Responsible for accomplishment of administrative tasks integral to the function of PCSU NNRM and MKFRP project's operations. Oversees up to five (5) field crew workers and volunteers performing occasional administrative and research tasks as needed. Researches grant opportunities. Prepares and writes proposals, and prepares and edits manuscripts, reports, and publications. Coordinates the PCSU NNRM data entry and prepares database outputs to facilitate fieldwork and project planning/reporting.
PRIMARY QUALIFICATIONS:
EDUCATION
Bachelor's Degree from an accredited four (4) year college or university.
EXPERIENCE
One to three (1-3) years of experience with budget formulation, maintenance, and projection.
KNOWLEDGE
Knowledge of and experience with public accounting and purchasing practices.
ABILITIES & SKILLS
Must be accurate, dependable, and detail-oriented. Excellent organizational skills. Ability to maintain confidentiality regarding personnel and budgetary matters. Must be willing to work as part of a dynamic interdisciplinary team. Proficient in word processing and spreadsheet computer applications, such as Microsoft Word and Excel, and using internet. Ability to communicate effectively in writing and verbally. Must possess a valid driver's license (and if use of personal vehicle on the job is required, must also have valid personal driver's insurance equivalent to Hawai'i's No-Fault Driver's Insurance) and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must possess Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS
Able to lift and carry up to twenty (20) pounds unassisted, including a backpack. Must be able to hike in remote areas and rugged terrain under inclement weather conditions.
POLICY/REGULATORY REQUIREMENT
As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai'i's and/or business entity's policies, procedures, and trainings. SECONDARY QUALIFICATIONS:
Bachelor's Degree from an accredited four (4) year college or university in Accounting, Information Technology, Communications, or related business field. Experience writing and reporting on Federal, State, and private grants. Expertise with database programs. Knowledge of biological principles and appreciation for biological resources, especially pertaining to Hawaiian ecosystems and alien/invasive species issues. Knowledge and experience with Department of Land and Natural Resources (DLNR) policies and procedures. Experience or familiarity with PCSU or RCUH policies and procedures. Familiarity with pesticide regulations, use, and documentation. Experience working in an office to support biological field activities.
