As a Management and Program Analyst, you will perform the following duties:


As the Marine Operations Fleet Scheduler, lead cross-agency teams prioritizing and developing annual ship operating schedules maximizing use of National Oceanic and Atmospheric Administration (NOAA) ships.

Coordinate all aspects of the Fleet Allocation process involving accessing requests for days at sea from scientists across NOAA.

Analyze Fleet Allocation processes and resources to identify areas of improvement, opportunities for integration across Marine Operations and NOAA, and to streamline processes and procedures.

Serve as Fleet Working Group (FWG) Facilitator/Coordinator leading cross-agency team prioritizing and developing annual ship operating schedules to maximize the use of hydrographic, oceanographic and fisheries survey ships.

Oversee project execution for custom software system upgrades and identify functional improvements to the scheduling system database to meet Fleet Council and Fleet Working Group needs.

Apply skills and knowledge of database capabilities and project management principles, including planning and tracking project milestones, in serving as principal custom software system subject matter expert and administrative lead for database system testing, access and data management.
