Summary

Rotary/Tilt Rotor Training Systems Manager position is responsible for the technical and administrative oversight of the Rotary/Tilt Rotor Training System (Rotary/Tilt Rotor TSM) as part of the US Government (USG) Kirtland/Davis-Monthan/Andrews/Moody (KDAM) Aircrew Training and Rehearsal Support (ATARS) contract. The Rotary/Tilt Rotor TSM serves as a Subject Matter Expert for CV-22B, HH-60G, and UH-1N Special Operations, Global Strike, and Personnel Recovery training and advises the site management team on training related matters. The Rotary/Tilt Rotor TSM leads the daily activities of over 30 unionized contract instructors.

Essential Duties and Responsibilities

  • Oversee student training via a highly qualified CI cadre and exceptional site management team.
  • Meet the requirements of the Contract Performance Work Statement.
  • Interface with Air Force leadership and organizations at various levels.
  • Anticipate future training needs and present challenges and opportunities to the USG.
  • Develop, maintain, and administer minimum equipment subsystem lists for training resources.
  • Produce and brief materials for weekly, semiannual USG training and management review boards and other regular meetings.
  • Assist the USG and provide technical expertise in development of 19th Air Force and Headquarters Air Force annual Programmed Flying Training capacity.
  • Produce a training class schedule each fiscal year that maximizes scarce training resources while minimizing training time.
  • Conduct regular performance reviews of various training systems and processes.
  • Develop, maintain and administer minimum equipment subsystem lists for training resources.
  • Monitor training courseware development for currency and accuracy.
  • Assist the USG and provide technical expertise in development of training syllabi.
  • Analyze the resource and quality impacts of various training waivers and custom training courses.
  • Respond to and resolve issues related to critiques, audits, and corrective action reports.
  • Ensure student grade folders are completed accurately and in a timely manner.
  • Generate and track metrics to include student on-time graduation rates.
  • Interface and coordinate with other USG contractors.
  • Support and assist corporate HQ with various contract change proposals and bids
  • Integrate quality principles.
  • Retain and assist in recruitment of diverse and highly qualified Contract Instructor (CI) cadre.
  • Manage and certify initial and recurring CI training and evaluations.
  • Other duties as assigned

Supervisory Responsibilities

  • Manage day-to-day progress of program Rotary/Tilt Rotor training efforts through constant interaction with teams of department managers, instructors, engineers, technicians, subcontractors, government representatives and training support personnel. Responsible for scheduling personnel, managing labor and material expenditures. Attends meetings, manages delivery schedules, and coordinates configuration management activities. Ensure a safe and secure work environment is established and maintained.

Qualifications and Education Requirements

  • Bachelor's Degree.
  • US Military Aircrew Instructor experience. Minimum of three (3) years of previous flight operations and/or flight training management experience.
  • A minimum of seven (7) years of progressive management experience.
  • Preferred experience in managing training operations and policy and/or oversight of government contracts with the USAF and/or Department of Defense.
  • Able to reason, plan, direct, and evaluate situations to make appropriate recommendations and take actions beneficial to the program and the company.
  • Strong leadership ability with complex reasoning and problem-solving abilities.
  • Strong communication and interpersonal skills.
  • Proficiency in Microsoft Office applications.
  • Willingness and ability to work extended hours (to include evenings, weekends, and holidays) when required.
  • Applicant will be subject to a US Government security investigation and must meet the eligibility requirements to obtain and maintain the required level of clearance for this position.

Preferred Skills

  • Flying and training experience in the Special Operations, Nuclear Security, or Personnel Rescue communities.
  • Knowledge of Air Force manuals, publications and technical orders.

Language Skills

  • Must have the ability to read, analyze, and interpret complex documents.
  • Will be required to respond effectively to sensitive inquiries and complaints.
  • Must be able to generate effective oral and written presentations and proposals on complex subjects.

Mathematical Skills

  • Must be able to calculate figures and amounts, prices, commissions, and percentages, and to draw and interpret graphs.

Reasoning Ability

  • Must be able to define problems, collect data, establish facts, and draw valid conclusions.
  • An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is desirable.

Security Responsibilities

  • Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees without a need-to-know. Shall not divulge information outside the company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
  • Must be eligible for DoD Personal Security Clearance

Work Environment and Physical Demands

  • Domestic and international travel as required.
  • Must be able to walk and/or climb stairs and ladder into a simulator or airplane cockpit.
  • Must be able to stoop, bend, and crawl on top of or under machinery.
  • Must be able to detect odors or hear noises, bangs, etc., or other sounds to detect problems or flaws in the functioning of simulators and its surrounding environment.
  • Work in a regular office environment; communicate via personal computer, telephone and fax.
  • Will be working in areas with risk of electrical shock and moving mechanical parts driven by hydraulics under high pressure.
  • Will at times be exposed to the following conditions: extreme heat, airborne particles, and loud noises.
