Main Purpose of Job

The Deputy Director will be responsible for\r
the efficient operations, coordination and implementation state and local\r
workforce programs and customer services within the maryland's network of American Job Centers (AJC). The Deputy Director will ensure the highest quality\r
workforce development services that support the needs of maryland's businesses\r
and labor force.\r

POSITION DUTIES

Supervise, direct, organize and assign work to reemployment program directors\r
(RPD), oversee local programs co-located with the ajc's in accordance with the\r
state's strategic plan�\r
Facilitate communication and a seamless working relationship\r
between RPD, Workforce Innovation and Opportunity Act (WIOA) directors and key AJC leadership and partners in each of the 13 workforce areas\r
Research,\r
develop, evaluate and implement best practice strategies and policies to\r
enhance local area coordination and improved customer outcomes\r
Provides\r
feedback to the deputy assistant secretary and assistant secretary of md labor,\r
dwdal on situations, labor market activities and events impacting the delivery\r
of services within the workforce system\r
Assist with development of program\r
policies and provide technical assistance and guidance to RPD and local WIOA directors, and workforce development partners in order to foster an\r
understanding of the services withinMD Labor's Division of Workforce Development and Adult Learning\r
Conduct quarterly meetings to ensure all\r
operations management and the principal subordinates are advised of changes in\r
policies, department directives, assessments of productivity and other\r
activities\r
Lead\r
the coordinated effort to review and obtain approval of local area workforce\r
plans, memoranda of understanding, and resource sharing agreements for\r
accuracy, legal sufficiency, compliance and responsiveness as applicable.� assess local workforce development\r
operational challenges and develop opportunities to achieve program objectives\r
and ensure compliance.� provide technical\r
assistance and guidance as identified or requested\r
Aid in the development of\r
corrective action plans\r
Develops dashboards and reports to evaluate and track\r
progress improvement\r
Participate in annual, semi-annual, and monthly audit\r
activities, such as budget reviews and local office monitoring efforts to\r
ensure that planned budgetary targets, internal controls, performance outcomes\r
and standards are maintained�\r
Interprets federal workforce development and\r
departmental policies, provide guidance and technical assistance to the\r
workforce system, to include RPD, workforce staff and workforce development\r
partners in order to foster an understanding of the services within md labor's\r
division of workforce development\r
Review federal guidance (tegl, ten and uipl)\r
documents that provide instruction to the state workforce development systems\r
and ensures compliance with related federal guidelines\r

MINIMUM QUALIFICATIONS

Education: �A Bachelor's degree from an accredited college or university.\r
Experience:Ten years of experience in an administrative or professional work capacity five years of which must include supervision of staff. Five years' experience overseeing and coordinating the general operations of a unit and/or developing and providing training for staff\r

1.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required education.\r

Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.\r

Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. ​ Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.� ​\r
