Scotts Bluff County Board of Commissioners are accepting applications for Region 22 Emergency Management Director.

Work involves responsibility for planning, implementing and coordinating a comprehensive emergency management program which includes all phases of emergency management as outlined in federal and state legislation and regulations.

Work also includes developing and updating local government and public entity emergency plans outlining the responsibilities of public and community groups under various emergency contingencies; identifying a central control location including internal procedures and staffing; and developing and coordinating scheduled exercises to practice the disaster operations plan.

Director works for Scotts Bluff County and through inter-local agreements, with Banner County, the Cities of Scottsbluff, Gering, Terrytown, Mitchell, Minatare and the Villages of Morrill, Lyman, Henry and McGrew. The Director also works closely with the two other Emergency Management Directors in the Panhandle.

Requirements: Certification with State of Nebraska Emergency Management Agency, or ability to obtain basic certification as an Emergency Manager within 6 months of hire through the Nebraska Emergency Management Agency. Previous experience in public administration, research, grants and finance. Applicant must possess excellent planning, organizing and communication skills, both orally and written and must also have experience with modern office equipment and software. Person must possess a valid Nebraska Driver's License. Excellent benefit package is available. Monthly pay range $5, $8, Scotts Bluff County EOE/AAP.

Region 22 Emergency Management Director Job Description

NATURE OF WORK

This is responsible administrative and public contact work planning, implementing and coordinating various phases of the local emergency management system and acting as Disaster Coordinator during a natural or man-made disaster.

Work involves responsibility for planning, implementing and coordinating a comprehensive emergency management program which includes all phases of emergency management as outlined in federal and state legislation and regulations. Work also includes developing and updating local government and public entity emergency plans outlining the responsibilities of public and community groups under various emergency contingencies; identifying a central control location including internal procedures and staffing; and developing and coordinating scheduled exercises to practice the disaster operations plan. Work is performed under the Scotts Bluff County Commissioners and general supervision of the Region 22 Board of Directors and under an interlocal agreement and under the guidelines as established by federal and state legislation. Work is reviewed in the form of conferences, reports and compliance with federal and state guidelines.

EXAMPLES OF WORK PERFORMED

Develop and update local government and public entity emergency plans outlining the responsibilities of public and community groups under various emergency contingencies; advise/guide elected and appointed officials of necessary actions in the event of a major emergency or disaster; identify a central control location including internal procedures and staffing; develop and coordinate scheduled exercises to practice the disaster operations plan; track all hazardous materials storage within the County.

Develop, coordinate and encourage local agency participation in emergency management and operations including advising and counseling about disaster prevention, preparedness, response and recovery systems; promote a general public awareness of emergency management including knowledge of the program and recommended emergency actions.

Act as Disaster Coordinator during a natural or man-made disaster; act as secretary and records manager of the Local Emergency Planning Committee; compile report information; prepare speeches, newspaper, television and radio releases; address civic, business and other interested organizations on matters relating to civil preparedness and emergency services.

Coordinate actual or potential emergency preparedness or response efforts;

Serves as Region 22's liaison on emergency preparedness issues with the United States Federal Emergency Management Agency, the Nebraska Emergency Management Agency, and the political subdivisions that are parties to Region 22;

Coordinates training programs and emergency operations exercises to prepare Region 22 to respond quickly and effectively to emergencies;

Develop and recommend budgetary needs for the office and monitor expenditures during the budget year: administer appropriated grants in accordance with prescribed standards, procedures and requirements, maintain records and submit periodic reports to the Region 22 Board of Directors;

Establishes goals and objectives for assigned duties, conducts research on new programs and strategies in emergency preparedness and develops recommendations for implementation as appropriate; may prepare grant applications for public safety activities, implement programs and oversee grant administration;

Advises Region 22 on their emergency plans and coordinates inter jurisdictional activities;

Assists Region 22 Entities in the process for submitting federal and state reimbursement claims for Region 22 entity costs during and after emergency operations;

Activate, supervise, and manage the Emergency Operations Center during critical or large scale events when the EOC is activated: manage multi-agency activities to ensure safety and coordination of efforts;

Represents Region 22 on various internal and external task forces and committees;

Reviews state and federal proposed legislation and provides recommendations;

Assist with documenting damage done during an event to include floods, hail storms, tornados, or blizzards;

Regular attendance and punctuality required;

Perform other related duties as directed, or as the situation dictates.

DESIRABLE KNOWLEDGES, ABILITIES, AND SKILLS

Considerable knowledge of the principles and procedures of emergency management planning and operations according to federal and state regulations.

Knowledge of electronic communications systems, community health and safety services and related emergency service resources.

Knowledge of civil preparedness legislation and regulations.

Knowledge of training and development principles and methodologies.

Knowledge of modern office standards and procedures including computer applications and general accounting and budgeting practices.

Ability to plan, organize, implement and supervise complex projects and activities.

Ability to communicate effectively both orally and in writing.

Ability to establish and maintain effective working relationships with public officials, business leaders, other employees and the general public.

Thorough knowledge federal, state, county and city laws as well as statutes and case law affecting

emergency preparedness;

Considerable knowledge of the methods and equipment used in emergency preparedness;

Ability to integrate and apply the concepts of comprehensive emergency management (mitigation, preparedness, response and recovery) into the disaster programs of Region 22;

Ability to identify and analyze the effects of hazards that threaten Region 22;

Ability to identify and secure technical and financial assistance available through state and federal programs;

Ability to develop and maintain working relationships with private, military, local, state and federal officials in order to keep current on issues facing the emergency management community;

Ability to interpret state and federal funding regulations as they impact Region 22;

Ability to observe, compare, and monitor data included in management reports to determine compliance with procedures;

Considerable knowledge of computers and skill in the use of various applications for record keeping and preparation of reports;

Ability to react quickly and calmly in an emergency;

Ability to apply the principles and practices of organization management and personnel administration;

Ability to communicate effectively both orally and in writing and skill in making formal presentations;

Ability to maintain and demonstrate the physical fitness necessary to perform the essential functions of the job.

DESIRABLE TRAINING AND EXPERIENCE

Completion of four years of college level work with major course work in the field of Emergency Management, public or business administration, research, grants, finance, education or related field and progressively responsible experience in planning, implementing and coordinating community activities.

MINIMUM QUALIFICATIONS

Completion of four years of college level work with major course work in the field of Emergency Management, public or business administration, education or related field and experience in planning, implementing and coordinating community activities or any equivalent combination of training and experience which provides the desirable knowledges, abilities and skills.

Valid State of Nebraska Driver's License

Certification with State of Nebraska Emergency Management Agency, or ability to obtain certification as an Emergency Manager, within 6 months of hire.

Previous experience in public administration, research, grants and finance.

Will be required to pass NIMS (National Incident Management System) training.
