Duties

The Office of Inspector General, Financial Management Division, is seeking a highly motivated and skilled Financial Management Specialist in Herndon, Virginia. As a Financial Management Analyst, you will join a team of dedicated professionals who provide valuable advice and assistance to management and staff on travel and financial issues. This office is responsible for the management of budget formulation, budget execution, financial analysis (including preparation of budget estimates and budget justifications), development of supporting materials, financial management, fiscal operations, and travel activities. Major duties include:
  • Providing advice and assistance to customers on Federal travel requirements, policies, and regulations.
  • Serving as program coordinator for the charge card program.
  • Providing advice and technical oversight of automated travel, charge card, and budgeting and accounting systems.
  • Processing reimbursable obligations, validating Intra-governmental payments and collections (IPAC) charges and clearing undelivered orders.
  • Performing analyses and resolving data discrepancies.
  • Assuring the accuracy of data on budget and finance reports.
  • Training customers on the travel and charge card systems.
  • Responding to customer inquiries and helpdesk tickets.

    • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

      All qualification requirements must be met by the closing date of this announcement.

      Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

      Minimum Qualifications GS-11: To be minimally qualified for this position, you must meet one of the following (A, B or C):

      A. One year of specialized experience equivalent to the GS-9 grade level in the Federal service performing all of the following:

      1) Processes and reconciles financial data in financial management databases;
      2) Interprets travel and charge card policies, regulations, and guidelines to assist customers and process travel vouchers;
      3) Uses an automated travel or charge card systems to input, maintain data and resolve problems; AND
      4) Provides customer service to financial liaisons, travelers, and charge-card holders in both written and oral communication.

      OR

      B. A PhD or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

      OR

      C. A combination of education and experience as listed above beyond the 2nd year of progressive graduate study.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

      GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

      FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
