Duties
  • You will be a key participant in the conception, planning and development of the Division technical program and will act as Division Superintendent in his/her absence.
  • You will ensure the proper functioning of administrative matters and processes within the Division while working closely with the Superintendent and Branch Heads to maintain visibility into Division programs.
  • You will assist in the formulation and implementation of general policies and objectives, plan and formulate the scientific program in support of relevant priorities, allocate fiscal and manpower resources, and review program activity.
  • You will collaborate with others, represent the Division at internal and external meetings, and have good interpersonal skills and an ability to build consensus to achieve strategic objectives.
  • You will assist to develop both near and long-range project plans, designate project responsibilities within the Division, make necessary changes and assure program accomplishments are documented and reported.
  • You will coordinate within NRL as well as with other Navy and Defense organizations to mutually improve programs and to avoid unnecessary duplication of effort.
  • You will lead the development of Division-wide proposals for external projects and work to maintain positive relationships with sponsors by ensuring that high quality work is carried out by the Division.
  • You will remain completely informed on radar techniques and applications to Fleet radar and to other fields and provide advice which may involve new concepts or applications involving originality and ingenuity.

      Qualifications

      This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: The incumbent must have a demonstrated ability in planning, developing, and evaluating scientific programs relating to new and advanced concepts and technology in radar and related sensors. The incumbent should have good interpersonal skills and an ability to build consensus to achieve strategic objectives.

      In addition to the Selective Placement Factor and Basic Education requirements, your resume must also demonstrate at least one year of experience at or equivalent to the (GS-11/13) grade level or pay band (NP-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Ability to plan, develop, and evaluate scientific programs; 2) Knowledge of advanced concepts and technology in radar and related sensors; 3) Ability to manage a diverse workforce including determining EEO and program goals, resources needed, and the need for organizational changes; 4) Ability to effectively communicate orally and in writing; AND 5) Ability to research, interpret, and apply NRL, Navy and DoD policy.

      Education

      Applicants must meet the following positive education qualification requirements of the Office of Personnel Management Qualifications Standards Manual list below:

      08XX series:
      Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
      OR
      Combination of education and experience -college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
      1. Professional registration or licensure -- Current registration as an Engineer Intern, Engineer in Training, or licensure as a Professional Engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
      2. Written Test-Evidence of having successfully passed the Fundamentals of Engineering examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
      3. Specified academic courses-Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.
      4. Related curriculum-Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type
      experience, e.g., in interdisciplinary positions.

      1310 series:
      Degree: physics; or related degree that included at least 24 semester hours in physics.
      OR
      Combination of education and experience-courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.

      1520 series:
      Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.
      OR
      Combination of education and experience - courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown above, plus appropriate experience or additional education.
      The total course work above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
