Environmental Protection Specialist

This position is located within the DHS, FEMA, Region 9, Floodplain Management & Insurance Branch, located in Oakland, CA. The ideal candidate for this position will have advanced knowledge of and experience with developing compliance documents for Endangered Species Act (ESA) Section 7 Consultations. Also has knowledge of and experience with the National Flood Insurance Program (NFIP) is a plus.
Duties
What will I do in this position if hired?
In this position, you will senior-level analyst coordinating and implementing consultation documents under Section 7 of the Endangered Species Act (ESA) related to FEMA's implementation of the National Flood Insurance Program (NFIP). Typical assignments include:
- Advising the FEMA Region 9 leadership team on ESA compliance in relation to the NFIP. The incumbent will need to have knowledge and experience with ESA compliance protocols and document preparation from the beginning of employment to fulfill the requirements of the position.
- Defending agency positions effectively and collaboratively through written and oral means by leading meetings, developing leadership briefings, and maintaining close relationships with stakeholders at the Federal, state and local levels.
- Reviewing, drafting and/or finalizing consultation agreement documents, standard operating procedures, policy, guidance, templates, reports, resources, and tools, especially those related to Endangered Species Act compliance.
- Providing guidance and direction related to environmental resource laws, regulations, and directives designed to protect nationally significant resources.
- Conducting training and outreach to internal and external stakeholders

Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
