Introduction
Maryland's Department of Labor, Division of Workforce Development and Adult Learning (DWDAL), is accepting applications from qualified candidates for the position of 'Workforce Development Specialist Supervisor,' within the Office of Workforce Development (OWD).\r
Frequent travel may be required, and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.\r

Main Purpose of Job
Workforce Development Specialist Supervisor is the supervisory level in the field of workforce development. Employees in this classification, direct the labor exchange and re-employment activities of a major phase in a large office or a special workforce development program in a designated geographical area. This position has supervisory responsibility for Workforce Development Specialists, providing workforce development and re-employment activities that deliver a wide range of career services to special and targeted populations of job seekers to increase and enhance their job seeking skills and lessen their duration of unemployment.
POSITION DUTIES
Training, coaching, observing, and mentoring;\r
Ensuring that workloads are distributed in a fair and equitable fashion;\r
Monitoring staff compliance with agency rules and regulations;\r
Determining that agency staff are providing the highest quality services possible;\r
Participating in statewide planning committees, including but not limited to, the Supervisors' Forum, quality improvement activities and task forces;\r
Checking equipment to identify worn or damaged items on a regular basis to ensure that equipment meets acceptable standards for the delivery of service to customers, and reporting any problems in this area to the central office;\r
Participates in a variety of personnel-related activities to ensure effective local office operations by:\r
Reading materials and/or attending meetings and training to enable employee to abide by laws, rules, regulations, procedures, policies, ethical responsibilities promulgated and/or governing the agency to ensure compliance and services to customers;\r
Conducting meetings with all staff to inform of new and updated changes in agency policy;\r
Completing a written evaluation of each staff person semi-annually by meeting with each staff member, discussing performance and other evaluation factors and presenting the staff person with a copy of the evaluation and a verbal explanation of the report in order to continuously improve the levels of services to customers;\r
Promoting harmony at the work place through discussions, meetings and actions to ensure a safe and stress-free working environment;\r
Resolving disputes and complaints;\r
Organizing, recording training activities, and distributing training-related materials to alert all staff to upcoming training schedules and encouraging participation in the same, to expand individual knowledge and skill levels to enhance the quality of customer service;\r
Instructing staff in the implementation and use of agency resources;\r
Ensuring that all Center staff receive training in order to remain current in the use and implementation of procedures, regulations, automation, etc\r
MINIMUM QUALIFICATIONS
Education:�� Graduation from an accredited high school or possession of a high school equivalency certificate. � \r
Experience:�Five years of case management experience in the field of workforce development, delivering a wide range of career services to special and targeted populations of job seekers, conducting interviews with persons seeking employment and providing assistance to employers need qualified personnel to fill vacancies.� One year of experience must include supervising employees. Case management duties are defined as taking job orders, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting�vocational placements, performing unemployment adjudications or appraising job applicants for employability.\r

1. Candidates may substitute education at an accredited college or university, at the rate of thirty credit hours for�each year up to two years of the required experience.\r
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer with active-duty military recruiting experience or career counseling experience on a year-by-year basis for the required education and experience.\r
DESIRED OR PREFERRED QUALIFICATIONS
