Position:

Reporting to the Director within the Department of Planning, Project Management & Real Estate, the Senior MEP Project Manager is responsible for the overall execution of design and construction projects which includes renovations, additions, new construction, MEP & FP systems, and infrastructure in the healthcare environment. Specific focus will be on infrastructure and MEP systems. The Senior MEP Project Manager is responsible for managing, field inspections, problem solving, and coordinating all necessary Mechanical, Electrical, Plumbing and Fire Protection project resources and documentation throughout the entire project lifecycle. This includes the selection and management of MEP design team, contractors, and MEP contractor schedule/performance. The Senior MEP Project Manager will act as a resource for other projects’ MEP and

infrastructure components as needed.


Position Description:


▪ Understands and adheres to the WPH Performance Standards, Policies and Behaviors;

▪ Works collaboratively with all levels of the hospital interdisciplinary team and promotes the team concept within their department and hospital wide;

▪ Responsible manager to the OPM for the development and execution of all assigned project execution including the development, approval, and execution of proposed project management plans;

▪ Supports hospital initiatives and projects and functions as a positive change agent;

▪ Attends meetings as scheduled/required and communicates hospital policies, performance improvement initiatives and all other required information to their staff;

▪ Participates in committees, task forces, projects, etc. as required;

▪ Promotes a positive and professional image and is a role model, coach, mentor and resource for staff and peers;

▪ Assures the delivery of quality department /clinical services in accordance with established hospital and regulatory/accreditation agency standards;

▪ Assures compliance with hospital and Human Resources policies and procedures;

▪ As required, participates in the Performance Improvement Program as defined by the organization;

▪ Assures the provision of a safe employee/patient environment;

▪ Maintains knowledge related to the operations of their department;

▪ Demonstrates positive customer service and fosters positive employee relations.


Responsibilities

▪ Develops, in collaboration with end users and department leadership, projects goals and success criteria;

▪ Establishes rapport and relationships with end users as the primary contact throughout the design and construction of each assigned project;

▪ Creates accountability for all project team members, whether contract vendors or Hospital staff, to financial, schedule, and quality requirements;

▪ Participates and develops all project budgets, schedules, and logistics plans in conjunction with the portfolio of Project Management and its responsibilities;

▪ Manages all aspects of healthcare construction projects in compliance with the WPH process including regulatory submissions, budgets, schedules, the design process, construction process, quality control, and adherence to project specifications and drawings;

▪ Develops and submits capital budgets and reports variances as required;

▪ Manages the purchasing process including development of RFP/RFQ documents for; design services, construction services, materials purchasing and other services;

▪ Reviews and approves all project invoices;

▪ Maintains, or causes to be maintained, project records including design drawings, submittals, as built, correspondence, regulatory submissions, financial statements, and all other project information;

▪ Assures compliance with Federal, State, and Local regulations and accreditation standards. Including: The Joint Commission (or other similar authority), New York State Building and Health Departments, City of White Plains Building and Public Safety Departments, United States Department of Housing and Urban Development, National Fire Protection Association standards, AIA Guidelines for the Design & Construction of Healthcare Facilities, and others as required by individual projects;

▪ Develops end user programs by directly overseeing design meetings with facility employees and design consultants;

▪ Develops project equipment lists and requirements by directly overseeing design meetings with facility employees and design consultants. Including Department Managers, Biomedical Engineering, Telecommunications, Information Technologies, Building Services, and Plant operations;

▪ Develops project budgets to be presented to Facility administration and regulatory agencies and used for overall project design parameters;

▪ Develops regulatory review packages. Including submissions to New York State Health Department, City of White Plains Building Department, United States Department of Housing and Urban Development, and others project depending;

▪ Provides direct supervision of design consultants as required by ongoing projects. Including review of design documents for compliance with end user programs, facility standards and needs, MEP coordination, and regulatory agency requirements and codes;

▪ Provides direct supervision of contractors working on facility grounds including scheduling, adherence to job specifications, quality of work placed, safety, and regulatory compliance;

▪ Work with the facility staff on facility construction projects. Including: scheduling, adherence to job specifications, quality of work placed, safety, and regulatory compliance;

▪ Responsible for the oversight of project completion and occupancy with emphasis on construction closeout, commissioning of mechanical equipment and systems, scheduling of equipment deliveries and startups, coordinating and working with all regulatory agencies, development and implementation of staff orientation and education and financial closet out;

▪ Responsible for obtaining all documentation from inspections and testing (varies on size of job);

▪ Responsible for overseeing the MEP & FP contractors as well as the commissioning agent;

▪ Work with all public utility companies and municipalities to ensure project requirements are met. Including water, sewer, storm, electric, and natural gas;

▪ Coordinate and direct as needed all parties to successfully complete all life safety inspections;

▪ Submits all other work reports as required/requested by the Division Administrator;

▪ Assures completion of staff orientation, annual and ongoing competency, and education requirements;

▪ Attends and participates in educational programs or activities to maintain current level of knowledge or expertise to manage direct reports;

▪ Participates in and assures staff involvement in ongoing Performance Improvement initiative as required. Submits reports as required;

▪ Utilizes multiple methodologies to ensure effective communication of information.

▪ Adheres to safety standards for employees and patients;

▪ Participates in committees, task forces, projects, etc. as required;

▪ May provide direct supervision of department staff including scheduling, adherence to job specifications, quality of work placed, safety, and regulatory compliance.


General

▪ Submits all other work reports as required/requested by supervisor;

▪ Performs all other related duties as assigned;

▪ Ability to make presentations to Hospital leadership and regulatory commissions.


Qualifications:


▪ Bachelor's degree in engineering or equivalent industry experience required;

▪ 7 to 10 years of project management experience required – principally in the Healthcare market sector, including experience in major addition, renovations, ground up construction, infrastructure, and MEP systems;

▪ Excellent verbal and written skills;

▪ Excellent technical, conceptual, and financial skills;

▪ Ability to motivate team efforts to accomplish goals;

▪ Experience in computer software including Microsoft Word and Excel (required); Microsoft Access, MS Project, Auto CADD, Revit (preferred).

Requirements & Work Environment

▪ May be exposed to chemicals necessary to perform required tasks. Any hazardous chemicals the employee may be exposed to are listed in the hospital’s SDS (Safety Data Sheet) data base and may be accessed through the hospital’s Intranet site (Employee Tools/SDS Access). A copy of the SDS data base can also be found at the hospital switchboard, saved on a disc.
