JOB SUMMARY


This position is accountable for the financial and accounting operation of the company, including the production of periodic financial reports that summarize and forecast business activities and financial positions in areas of income, expenses and earnings based on past, present and expected operation. This position oversees and regulates corporate funds and accounts, approves expenditures, and provides guidance to ensure the financial solvency of the company, subsidiaries, and/or any other corporate entities as deemed appropriate.


ESSENTIAL JOB FUNCTIONS


Management


1. Maintain a documented system of accounting policies and procedures and a comprehensive set of controls designed to mitigate risk and to enhance the accuracy of the company’s reported financial results.

2. Develop and implement best practices and tools to ensure a well-controlled yet flexible organization that has strong fiscal management, project coordination, cross-team communications, and workflows.

3. Directs the preparation of all financial statements, including income statements, balance sheets, shareholder reports, tax returns, and governmental agency reports.

4. Oversee the operation of the Finance department, including the design of an organizational structure adequate for achieving the department’s goals and objectives.

5. Oversee the accounting operations of subsidiary corporations, especially their control systems, transaction-processing operations, and policies and procedures.

6. Track cash flow, financial planning as well as analyzing the company's financial strengths and weaknesses and proposing corrective actions.

7. Monitor business performance with tracking tools, establish corrective measures as needed, and prepare detailed reports for the Executive Management team, and rest of company as required.

8. Coordinate and monitor corporate investments.

9. Analyzes operations to identify areas in need of reorganization, downsizing, or elimination.

10. Works with the Chairman of the Board, the President, and other executives to coordinate planning and establish priorities for the planning process.

11. Aligns management reports to business strategy to provide insight for capital investments, contract negotiations, rate structure and to drive business improvements.

12. Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating future legislation; enforcing adherence to requirements; filing financial reports; advising management on needed actions.



Departmental Oversight


1. Oversee the Finance Department and work closely with the Controller to ensure accurate and timely submittals of financial transactions.

2. Oversee and work with the Business Office Director to provide guidance in managing receivable collections.

3. Oversee the HR Department by collaborating with internal staff responsible for related aspects of HR work.

4. Ensures that required debt payments are made on a timely basis.

5. Oversee the issuing of timely and complete financial statements.

6. Prepare special reports which analyze and summarize information and trends and contain benchmarks against which to measure the performance of company operations.

7. Provide a system of management cost reports.


Compliance


1. Coordinate the provision of information to external CPA for the quarterly and annual reviews.

2. In coordination with Public Health Department and consultant develop and strategically conduct annual rate review process for final submittal and approval in 4 year cycle.

3. Monitor debt levels and compliance with debt covenants.

4. Comply with local, state, and federal government reporting requirements and tax filings.


Qualifications Education and Experience


1. Bachelor’s degree in accounting or business administration or equivalent business experience required. Master’s degree in business administration, Accounting, or Finance preferred.

2. 10+ years of progressive accounting and management responsibility.

3. CPA or CMA designations required.

4. Required Technical accounting expertise and proficiency in database and accounting computer application systems.

Working Conditions


1. Primarily in an office environment

2. Deadlines and work projects will dictate additional work hours

3. Understand and/or perform most job tasks required in the Finance Dept.

4. Works closely with outside CPA

5. Develops quality relationships with company bankers, insurance brokers, consultants and other outside entities who regulate or contract with the company and its subsidiaries.

6. Prolonged periods sitting at a desk and working on a computer.
